Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for OCTOBER 28, 2020 will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (6 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
8.   Approve October 13, 2020, City Council Meeting Minutes
 
9.   Approve warrants and wires over $25,000 for the period of October 1 through 14, 2020, in amount of $2,425,547.82
 
10.   Receive and file Final Monthly Financial Report for June 2020; accept Senate Bill 2 - Building Homes and Jobs Act Planning Grant award in amount of $310,000; and adopt budget amendment resolution for Fiscal Year 2019-20 increasing budget in various funds by $1,090,677.42 based on fourth quarter budget review
 
11.   Authorize execution of Professional Services Agreement with LG2WB Engineers, Inc., for amount not-to-exceed $36,625 to prepare transportation planning and traffic study for Shady View Project
 
12.   Authorize execution of Professional Services Agreement with HELIX Environmental Planning Consulting Inc., for amount not-to-exceed $338,160 to prepare environmental impact report and technical studies for the Shady View Project
 
13.   Amend Fiscal Year 2020-21 Capital Improvement Program to include Canon Lane (Southerly) Pavement Rehabilitation project; adopt budget amendment resolution for Fiscal Year 2020-21 increasing Gas Tax Budget in amount of $300,000; adopt resolution to approve design and plans for construction of project; authorize staff to solicit bids; and determine project to be exempt from review under California Environmental Quality Act
