Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for November 24, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

The City wants you to know that you can also submit your comments via email tocityclerk@chinohills.org.  To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m.  Emails and documents submitted will be considered a public document subject to posting on the City's website.  Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (13 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve November 10, 2020, Regular City Council Meeting Minutes
 
10.   Approve warrants and wires over $25,000 for period of October 29 through November 11, 2020, in amount of $3,652,299.69
 
11.   Authorize execution of Communications License Agreement with New Cingular Wireless PCS, LLC to install telecommunications equipment on City-owned open space located at 13767 Calle San Marcos
 
12.   Adopt Ordinance entitled: "An Ordinance of the City of Chino Hills Amending Title 16 of the Chino Hills Municipal Code to Amend Accessory Dwelling Unit Regulations and Finding Proposed Municipal Code Amendment 20MCA01 Exempt from Review Under the California Environmental Quality Act" - Second Reading (Introduced on November 10, 2020)
 
13.   Adopt resolutions authorizing agreement with California Department of Alcoholic Beverage Control for ABC-OTS Local Law Enforcement Grant and adopting budget amendment for Fiscal Year 2020-21 increasing miscellaneous grant funds in amount of $16,500; authorize City Manager, or designee, to execute all agreements and related documents; accept grant funds in amount of $16,500; and find project is exempt from review under California Environmental Quality Act
 
14.   Adopt resolution authorizing approval of Amendments No. 5 to Agreements A00-147 and A00-148 with Taormina Industries, LLC/Republic Services, Inc., to extend term of contract to January 31, 2022, with optional five month extension and increase pricing for residential and commercial solid waste and recycling services
 
15.   Adopt resolution terminating Local Emergency declared as result of Blue Ridge Fire and take additional related actions as necessary
 
16.   Authorize City Manager to execute Project Agreements with County of San Bernardino associated with COVID-19 related infrastructure projects and all related documents
 
17.   Approve updates to Administrative Policies and Procedures Manual Section 2.5 - Dedication Plaques at Community Facilities
 
18.   Ratify budget amendments approved by City Manager in first quarter of Fiscal Year 2020-21 in amount of $76,638; accept Local Early Action Planning Grant award in amount of $300,000; and adopt budget amendment resolution for Fiscal Year 2020-21 increasing budget in various funds by $2,211,069.45 based on First Quarter Budget Review
 
19.   Accept Slate Drive Pavement Rehabilitation Project by Copp Contracting, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $14,990.06, forty-five days after acceptance; and other related actions
 
20.   Authorize execution of Maintenance Agreement with Habitat Restoration Sciences, Inc., for amount not-to-exceed $363,675 (including one year renewal option) to provide mitigation maintenance services through November 24, 2022
 
21.   Authorize City Manager to execute Chino Basin Local Storage Agreements on an annual basis
