Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for November 10, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

The City wants you to know that you can also submit your comments via email tocityclerk@chinohills.org.  To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m.  Emails and documents submitted will be considered a public document subject to posting on the City's website.  Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve October 27 and 28, 2020, Regular and Adjourned City Council Meeting Minutes, respectively
 
10.   Approve warrants and wires over $25,000 for the period of October 15 through 28, 2020, in amount of $2,913,504.87
 
11.   Receive and file Monthly Financial Report for month ended September 30, 2020
 
12.   Receive and file Monthly Investment Report for month ended September 30, 2020
 
13.   Adopt resolution confirming and continuing existence of local emergency and find resolution is exempt from review under California Environmental Quality Act

15.   Authorize installation of Purple Heart City signage at designated City facilities

17.   Receive and file annual reports for Community Facilities District Nos. 1, 2, 4, 5, 6, 8, 9 and 10 and adopt resolutions establishing special taxes for 2021 calendar and 2021-22 Fiscal Years
 
18.   Adopt resolution approving application for Per Capita Grant Funds of $229,514 with 20 percent match requirement and authorize City Manager, or his designee, to act as agent to execute and submit all documents necessary for completion of grant scope

20.   Authorize City Manager to develop program for waiving license fees for Veteran owned service dogs

22.   Approve proposed Substantial Amendment to 2019-2020 Annual Action Plan for Community Development Block Grant Program; authorize City Manager to execute all agreements and related documents; adopt budget amendment resolution for Fiscal Year 2020-21 increasing Community Development Block Grant funds by $413,747 for CARES Act third round funding
