Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for October 13, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

The City wants you to know that you can also submit your comments via email to cityclerk@chinohills.org.  To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m.  Emails and documents submitted will be considered a public document subject to posting on the City's website.  Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (7 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve September 22, 2020, City Council Meeting Minutes
 
8.   Approve warrants and wires over $25,000 for the period of September 10
through 30, 2020, in amount of $6,105,696.05
 
9.   Receive and file Monthly Financial Report for month ended August 31, 2020
 
10.   Receive and file Monthly Investment Report for month ended August 31, 2020
 
11.   Accept Environmental Enhancement and Mitigation Program grant award in amount of $290,956; amend Fiscal Year 2020-21 Capital Improvement Program to add Strickling Nature Park Tree Grant Project; adopt budget amendment resolution for Fiscal Year 2020-21 increasing various funding sources by $275,956; authorize execution of Amendment No. 1 to Agreement No. A2019-203 with West Coast Arborists, Inc., for total five-year amount not-to-exceed $3,762,878 for tree removal work for Strickling and Hollow Run Nature Parks Projects; waive competitive bidding procedures and authorize execution of agreement with California Conservation Corps in amount of $65,000 for invasive plant removal at Strickling Nature Park
 
12.   Accept Mystic Canyon Drive Pavement Rehabilitation Project as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $19,325.08, forty-five days after acceptance; and other related actions
 
13.   Approve EWT Holdings III Corporation, doing business as Evoqua Water Technologies, LLC, as a sole source provider; authorize purchase order in amount of $25,000 for purchase of Bioxide; and authorize execution of two-year agreement in amount not-to-exceed $10,000 to provide servicing of dispensing equipment

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the October 6, 2020 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Items 5b and 5c is October 20, 2020,

15.   Design Review No. 460 - 4528 Fairway Boulevard, Habitat for Humanity, Applicant: The Planning Commission adopted a Resolution approving Design Review 460 for the development of a new one-story, single-family detached residence consisting of 1,068-square feet of livable space with an attached 466-square foot, two-car garage and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
