Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for September 22, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (12 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
11.   Approve September 8, 2020, City Council Meeting Minutes
 
12.   Approve warrants and wires over $25,000 for the period of August 27 through
September 9, 2020, in amount of $1,201,565.57
 
13.   Receive and file Monthly Financial Report for month ended July 31, 2020, and adopt budget amendment resolution for Fiscal Year 2020-21, increasing various funds by $543,439 based on July monthly Financial Review
 
14.   Adopt Ordinance entitled: "AN ORDINANCE OF THE CITY OF CHINO HILLS APPROVING MUNICIPAL CODE AMENDMENT NO. 20MCA03 AMENDING TITLE 16 OF THE CHINO HILLS MUNICIPAL CODE TO REPEAL PD 9-163 - CANYON HILLS AND ADOPT HILLCREST MINIMUM DEVELOPMENT STANDARDS, ZONE CHANGE NO. 20ZC02 TO UPDATE THE ZONING MAP, AND OTHER MINOR CODE CHANGES" specifically to amend Chapter 16.20 (Planned Development District) to delete references to PD 9-163 - Canyon Hills; amend Chapter 16.10 (Residential Districts) Table 20-1(C) to add R-R-1 Development Standards for Hillcrest; amend Appendix E (Individual Lot Setback Information for Single-Family Zoning Districts) to add the single-family residential lots formerly within the Canyon Hills PD; amend the City of Chino Hills Zoning Map to reflect the new residential land use category and to change the land use designation of six (6) open space lots to designations consistent with their respective General Plan Land Use Map designations; amend Chapter 16.02 Definitions; amend Section 16.06.070 Table 10-1(B) and Table Note 3; amend Section 16.10.030 Table 20-1(A); amend Appendix A Land Use Matrix; and determine the Ordinance is exempt from review under the California Environmental Quality Act - Second Reading (Introduced on September 8, 2020)
 
15.   Authorize execution of Amendment No. 5 to Agreement No. A2016-033 with Chino Valley Unified School District for City share not-to-exceed $278,801.50 for two School Resources Officers through May 27, 2021
 
16.   Adopt resolution amending appropriations limits for City of Chino Hills, Community Facilities Districts No. 10 (Fairfield Ranch), and 2015-1 (Vila Borba) for Fiscal Year 2020-21
 
17.   Approve updates to Sections 4.1 - Credit Card, 4.2 - Returned Payments, and 4.7 - Petty Cash Policies and add Section 4.13 - Store Card Policy to Administrative Policies and Procedures Manual
 
18.   Approve Change Order No. 1 to Agreement No. A2020-066 with All American Asphalt in credit amount of ($38,180.30); accept FY 2019-20 Street Improvements Project as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $66,295.25, forty-five days after acceptance; and other related actions
 
19.   Accept Pine Avenue Pavement Rehabilitation Project by All American Asphalt as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $9,876.83, forty-five days after acceptance; and other related actions
 
20.   Accept Shady View Drive Pavement Rehabilitation Project by Onyx Paving Company, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $9,113.15, forty-five days after acceptance; and other related actions
 
21.   Adopt budget amendment resolution increasing various funding sources for Fiscal Year 2020-21 in amount of $100,000; authorize execution of agreement with Carollo Engineers, Inc., in amount of $469,275 for Citywide Wastewater Master Plan Update Project
 
22.   Find exception to competitive bidding procedures applies and authorize issuance of purchase order to National Auto Fleet Group in amount of $59,610.34 for purchase of two replacement vehicles for Public Works Department

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the September 15, 2020 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Items 5b and 7a is September 29, 2020, 5:30 p.m.
 
25.   Design Review No. 478 - 14762 Cherry Circle, Jose Luis Avalos, Applicant: The Planning Commission adopted a Resolution approving Design Review No. 478 for the development of a two-story addition to an existing one-story, single-family detached residence with an attached, two-car garage. The 1,270 square-foot addition will expand the first story by 150 square feet and would add a 1,120 square foot second story to the existing 1,830 square-foot house and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
26.   Conditional Use Permit 20CUP01 - Adult Day Health Care at 4200 Chino Hills Parkway, Suites 320, 325, and 330, within Chino Hills Marketplace Commercial Center, Matthew Jeng, Applicant: The Planning Commission adopted a resolution approving Conditional Use Permit 20CUP01 for the operation of an adult day health care facility and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to conditions of approval
