Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for September 8, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (15 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve July 14 and August 11, 2020, Regular City Council Meeting Minutes, respectively
 
10.   Approve warrants and wires over $25,000 for the period of July 30 through
August 26, 2020, in amount of $6,787,330.45
 
11.   Receive and file Preliminary Monthly Financial Report for June 2020 and adopt budget amendment resolution for Fiscal Year 2019-20, increasing budget in Miscellaneous Grants Fund by $356,093.59 for Coronavirus Relief Funds
 
12.   Receive and file Investment Report for month ended July 31, 2020
 
13.   Adopt an Ordinance entitled: "AN ORDINANCE OF THE CITY OF CHINO HILLS APPROVING MUNICIPAL CODE AMENDMENT NO. 20MCA02 TO AMEND
TITLE 16 OF THE CHINO HILLS MUNICIPAL CODE TO REPEAL WESTERN HILLS PD 14-153, AND ADOPT WESTERN HILLS MINIMUM DEVELOPMENT STANDARDS AND ZONE CHANGE NO. 20ZC01 TO UPDATE THE ZONING MAP" specifically to amend Chapter 16.20 (Planned Development District) to delete references to PD 14-153 - Western Hills; repeal Chapter 16.10 (Residential Districts) Table 20-1(D-L); amend Chapter 16.10 Table 20-1(C) to combine existing Residential Land Use Districts R-S-1 through R-S-8 and add R-S-9 to
Table 20-1(C), and add New Table 20-1(D) Combining RM-2.1 and RM-2.2 Development Standards; amend Appendix E (Individual Lot Setback Information for Single-Family Zoning Districts) to add Single-Family Residential Lots formerly within Western Hills PD; amend City of Chino Hills Zoning Map to reflect new Residential Land Use Category and to change Land Use designations of six commercial recreation remnant parcels from PD 14-153 - Western Hills to designations consistent with their respective General Plan Land Use Map designations; and determine that the Ordinance is exempt from review under the California Environmental Quality Act - Second Reading (Introduced on August 11, 2020)
 
14.   Direct City Clerk and City Attorney to prepare amendments to Conflict of Interest Codes for City employees for City Council consideration by December 8, 2020
 
15.   Authorize issuance of purchase orders to Metroline, Inc., in amount of $27,296 and Peacock Systems in amount of $4,816.43 for Cisco Voice Over Internet Protocol phone equipment
 
16.   Authorize issuance of purchase order to Saitech, Inc., in amount of $40,406.25 to purchase three Hewlett Packard Enterprise Proliant Servers, including five years product support for datacenter at City Hall
 
17.   Adopt resolution confirming and continuing existence of local emergency and find resolution exempt from review under the California Environmental Quality Act
 
18.   Adopt budget amendment resolution increasing budget in various funds by $34,228.10; authorize write-off of $42,083.50 in uncollectible utility accounts receivable and $17,873.70 in general accounts receivable incurred prior to July 1, 2019; authorize staff to shorten timeline before closed utility account is sent to collections to approximately 60 days; and authorize Finance Director to direct Data Ticket, Inc., to write-off $6,600.00 in uncollectible administrative citations incurred from March 1 through August 8, 2017
 
19.   Authorize publication of notice for unclaimed property held by City of Chino Hills for three or more years in unclaimed property account
 
20.   Adopt budget amendment resolution increasing Fiscal Year 2020-21 Capitol Improvement Fund in amount of $60,000; award bid and contract to Copp Contracting, Inc., in the amount of $132,514.50; and authorize City Manager to approve cumulative change orders up to ten percent ($13,251.45) of awarded contract amount for Pipeline Avenue Sewer Manhole Access Project
 
21.   Amend Fiscal Year 2020-21 Capital Improvement Program to include Carbon Canyon Liquor Store Building Demolition Project; adopt budget amendment resolution for Fiscal Year 2020-21 increasing General Fund Budget in amount of $36,000; award bid and contract to Beckco, Inc., in amount of $28,750; and authorize City Manager to approve cumulative change orders up to ten percent ($2,875) of awarded contract amount
 
22.   Adopt resolution adopting Measure I Five-Year Capital Project Needs Analysis for Fiscal Years 2021-22 through 2025-26 and direct City Clerk to forward certified copy of Resolution with Exhibit A to San Bernardino County Transportation Authority
 
23.   Authorize City Manager to execute Regional Water Policy and Management Memorandum of Understanding between Retail Agencies within Inland Empire Utilities Agency service area to ensure rate payer funds are used effectively, efficiently, and with full accountability

24.   Receive and file Coronavirus Disease 2019 (COVID-19) update
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the September 1, 2020 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 5b is September 16, 2020, 5:30 p.m.
 
25.   Design Review No. 477 - 15482 Esther Street, Yuling Han, on behalf of New Horizon Investment Group, LLC, Applicant: The Planning Commission adopted a Resolution approving Design Review 477 for the development of a new one-story, single-family residence consisting of 1,308 square-feet of livable space with an attached
446-square foot, two-car garage and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

26.   Introduce Ordinance entitled: "AN ORDINANCE OF THE CITY OF CHINO HILLS APPROVING MUNICIPAL CODE AMENDMENT NO. 20MCA03 AMENDING TITLE 16 OF THE CHINO HILLS MUNICIPAL CODE TO REPEAL PD 9-163 - CANYON HILLS AND ADOPT HILLCREST MINIMUM DEVELOPMENT STANDARDS, ZONE CHANGE NO. 20ZC02 TO UPDATE THE ZONING MAP, AND ADDITIONAL MINOR CODE CHANGES" for first reading by title only and waive further reading, specifically to amend Chapter 16.20 (Planned Development District) to delete references to
PD 9-163 - Canyon Hills; amend Chapter 16.10 (Residential Districts) Table 20-1(C) to add R-R-1 Development Standards for Hillcrest; amend Appendix E (Individual Lot Setback Information for Single-Family Zoning Districts) to add single-family residential lots formerly within Canyon Hills PD; amend City of Chino Hills Zoning Map to reflect new residential land use category and to change land use designation of six (6) open space lots to designations consistent with their respective General Plan Land Use Map designations; amend Chapter 16.02 Definitions; amend Section 16.06.070 Table 10-1(B) and Table Note 3; amend Section 16.10.030 Table
