Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for June 23, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (9 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve June 9, 2020, City Council Meeting Minutes
 
10.   Approve warrants and wires over $25,000 for the period of May 28 through
June 10, 2020 in amount of $2,591,005.46
 
11.   Receive and file report on public participation at City Council Meetings during Coronavirus Pandemic
 
12.   Authorize execution of Amendment No. 1 to Agreement No. A2020-021 with ECS Imaging, Inc., increasing total not-to-exceed amount to $106,070 to purchase 10 additional Full Named User licenses with Snapshot and email, Advanced Audit Trail with Watermark and Integration with DocuSign e-Signature software to existing Avante System and maintenance fees through February 22, 2025
 
13.   Approve revisions to Personnel Rules, Rule X - Attendance and Leaves, Section 1 - Vacation Leave
 
14.   Adopt resolution acting as Legislative Body of Community Facilities District
No. 2015-1 (Vila Borba) authorizing annual levy of Special Taxes for Fiscal
Year 2020-21
 
15.   Authorize execution of three-year agreement with Excel Landscape, Inc., in amount not-to-exceed $198,500 including two one-year renewal options to provide landscape maintenance services at water production facilities
 
16.   Find exception to competitive bidding procedures and authorize execution of three-year agreement with Cintas Corporation No. 2 in amount not-to-exceed $75,000 including two one-year renewal options for uniform rental for Public Works Department
 
17.   Authorize execution of three-year agreement with Crosstown Electrical and Data, Inc., in annual amount not-to-exceed $200,000 with optional one-year renewal to provide traffic signal maintenance and emergency on-call services

18.   Receive and file Coronavirus Disease 2019 (COVID-19) Update
 
19.   Provide direction on desire to have City Manager implement temporary policy changes to mitigate impacts of COVID-19 Pandemic on residents and businesses


 
20.   Adopt resolution deferring annual water rate increase and direct City Clerk to update Resolution with deferral option selected by City Council
 
21.   Adopt resolution authorizing approval of project specific maintenance agreement for Gateway Monument, authorize execution of Project Specific Maintenance Agreement with State of California acting by and through California Department of Transportation, and determine the project is exempt from review under the California Environmental Quality Act
 
22.   Provide direction to place proposed increase in City's Transient Occupancy Tax on November 3, 2020, ballot for voter approval and specify the amount of increase

23.   Approve proposed Substantial Amendment to 2019-20 Annual Action Plan for the Community Development Block Grant Program, authorize City Manager to execute all agreements and related documents, and adopt budget amendment resolution for Fiscal Year 2019-20 increasing Community Development Block Grant Fund by $245,261 for Cares Act funding allocation
 
24.   Adopt resolution confirming Engineer's Report for Chino Hills Los Serranos Lighting Maintenance District and ordering levy and collection of assessments
 
25.   Adopt resolution confirming Engineer's Report for Chino Hills Vellano Landscaping and Lighting District and ordering levy and collection of assessments
 
26.   Adopt resolutions confirming Engineer's Report for Chino Hills Special Maintenance Areas 1 and 2 and ordering levy and collection of assessments
