This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (11 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve February 13, 2018 City Council Meeting Minutes
 
10.   Approve Warrant Registers and Wires over $25,000 totaling $2,742,296.83 for February 1 through 14, 2018
 
11.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of January 24 through February 13, 2018
 
12.   Execution of three-year agreement with Exigis, LLC, in amount of $89,000 with two one-year renewal options and authorize budget appropriation in amount of $25,200 to Information Technology Division for Fiscal Year 2017-18 for contract insurance management web based software
 
13.   Authorize one-year agreement with Townsend Public Affairs in amount not-to-exceed $72,000 and one-time budget appropriation from General Fund fund balance to City Manager's Professional Services budget in amount of $30,000 to cover cost of services from February to June 2018 for State Legislative Advocacy services
 
14.   Authorize execution of Amendment No. 1 to Agreement No. A2017-187 with LG2WB Engineers, Inc., to increase not-to-exceed amount by $3,500 for revised total of $29,350 due to additional changes to scope of work for traffic study
 
15.   Accept donation of $23,000 from Chino Hills Community Foundation for playground equipment at Los Serranos Park, approve revenue increase in amount of $23,000 to donations in General Fund, and appropriations increase in amount of $23,000 for a total of $173,000 to Los Serranos Park CIP Project
 
16.   Authorize publication of unclaimed funds held in RecTrac Household Account for three or more years and authorize monies not claimed within 60 days to become City property and transferred to Community Services Fund
 
17.   Adopt resolution approving design and plans for construction of FY 2017-2018 Street Improvement Project; authorize staff to solicit bids for construction; and determine project to be exempt from review under California Environmental Quality Act
 
18.   Approve appropriations budget amendment in amount of $62,600 from Gas
Tax 7360 Unreserved Fund Balance to Chino Ave., Eagle Canyon Dr., Olympic View Dr., Feldspar Dr., and Beverly Glen Rd. Pavement Rehabilitation Project
No. S18006; award bid and contract to All American Asphalt in amount of $587,770 for Rehabilitation Project No. S18006; and authorize City Manager to approve change orders up to ten percent ($58,777) of contract amount
 
19.   Authorize Cooperative Agreement with City of Brea to share costs for Carbon Canyon Road Traffic Study - Phase 2 and agreement with Iteris, Inc., in amount not-to-exceed $70,397 to prepare Carbon Canyon Road Traffic Study - Phase 2

20.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 12 (Streets, Sidewalks, and Public Spaces) to Amend Section 12.32.120 (Smoking in the City Owned Open Space) formerly 4.07.030 (Smoking) and Adding Section 12.40.380 (Smoking Prohibition) to Chapter 12.40 (Parks and Recreation Facilities) formerly Chapter 13.02 (Operational Policies), for first reading - Waive further reading
 
21.   Approve use of Twitter, Facebook, Instagram, and YouTube Social Media platforms, adopt Social Media Engagement Policy to govern City's use of Social Media, and appropriate $8,200 from General Fund fund balance to Community Relations Professional Services account for Social Media archiving and website link modifications
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the February 20, 2018 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 5b is March 6, 2018, 5:30 p.m.
 
22.   Custom Home Design Review No. 452 - 15877 Esquilime Drive, Hugo Lepe, applicant: Adopted a Resolution approving Custom Home Design Review No. 452 for construction of 8,017 square-foot, two-story, single-family detached home with 1,084 square-foot, four-car garage and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

23.   Adopt resolution modifying the Master Schedule of Fees to increase the Athletic Facilities and light usage fees and determine that increase is exempt from review under California Environmental Quality Act and amend Administrative Policies and Procedures Manual to include Athletic Facilities Use Policy (Cont. fr/February 13, 2018)
 
24.   Adopt resolution modifying the Master Schedule of Fees to revise certain Finance and Development Services Fees and determine that adoption of fees is exempt from review under California Environmental Quality Act
 
25.   Provide direction for prioritization and allocation of eligible Public Service projects for 2018-19 Community Development Block Grant funds
