This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (12 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. 11.   Approve Warrant Registers for period of November 2 through 15, 2017 in amount of $2,495,669.05

13.   Authorize execution of Amendment No. 3 to Agreement A02-80 with T-Mobile West LLC to amend "Attachment D" to modify existing telecommunications equipment at 3982 Eucalyptus Avenue
 
14.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 16 (Development Code) to Amend Section 16.10 (Residential Districts) by Repealing PD 57-171 - Rhoades/Hunters Hill and Adding Residential Land Use District R-S-1 (Hunters Hill), Exhibit “C” (R-S-1 Residential Zone District - Development Standards) and Appendix E (Individual Lot Setback Information for Single-Family Residential Zoning Districts) to the Chino Hills Municipal Code and Zone Change 17ZC03 to Update the Zoning Map and Determining that the Municipal Code Amendment is Exempt from Review Under the California Environmental Quality Act - Second Reading (Introduced November 14, 2017)
 
15.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Title 16 of the Chino Hills Municipal Code, Chapter 16.02 General Provisions and Definitions, Chapter 16.10 Residential Districts, and Appendix A Regulation of Uses by Zoning District to Regulate Accessory Dwelling Units and Guest Houses in Residential Zones and Finding Proposed Municipal Code Amendment 17MCA08 Exempt from Review Under the California Environmental Quality Act - Second Reading (Introduced November 14, 2017)
 
16.   Authorize execution of three-year agreement with Chandler Asset Management, Inc., in amount not-to-exceed $1,000,000 through December 31, 2020 with two one-year renewal options, and budget amendment to increase financial services account and interest income by $22,700 each, to provide investment management and advisory services
 
17.   Adopt resolution revising discount rate utilized to determine present value of Community Facilities District No. 5 Special Tax Obligation
 
18.   Receive and file Comprehensive Annual Financial Report for Fiscal Year ending June 30, 2017
 
19.   Authorize purchase orders to Courtesy Chevrolet in amount of $24,422.54 for purchase of 2018 Chevrolet Silverado 1500 full size regular cab service truck, Connell Chevrolet in amount of $35,944.68 for purchase of 2018 Chevrolet Silverado 1500 full size, 4X4, double cab service truck as replacement vehicles for Water and Sewer, and Engineering Divisions, and to Full Traffic Maintenance, Inc., in amount of $28,176.63 for purchase of two programmable message boards for Streets Maintenance Division
 
20.   Approve budget amendments and award bid and five-year Landscape Maintenance Agreements to Azteca Landscape, Inc., in amount not-to-exceed $6,453,980.81 for North Service Area and to Excel Landscape, Inc., in amount not-to-exceed $6,475,354.12 for South Service Area including ten percent contingency for unscheduled system repairs and potential rehabilitation of plants and irrigation on an as-needed basis
 
21.   Authorize execution of the three-year Agreement with ThyssenKrupp Elevator in annual amount not-to-exceed $23,200 with total contract amount not-to-exceed $116,000 which includes two one-year renewal options for elevator maintenance, testing, and repair services
