This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (7 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve October 24, 2017 City Council Meeting Minutes
 
10.   Approve Warrant Registers for period of October 12 through November 1, 2017 in amount of $4,501,280.63
 
11.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for the period of October 11 through 24, 2017
 
12.   Receive and file monthly Financial Report and First Quarter Budget Review for Fiscal Year 2017-18, approve budget amendments and title change of Assistant Finance Director to Finance Manager
 
13.   Approve monthly Investment Report for September 2017
 
14.   Authorize execution of agreement with David Taussig & Associates, Inc. in amount not-to-exceed $52,000 for Traffic, Water, Sewer, Storm Drain, General City Facilities, and Parks and Recreation Facilities Fee Development Impact Fee program update, and approve appropriations budget amendment of $52,000 from General Fund Unreserved Balance to Engineering Professional Services account
 
15.   Adopt resolution approving application for Grant Funds for Environmental Enhancement and Mitigation Program and authorize City Manager or designee to conduct all negotiations and execute all contracts necessary to complete project
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the November 7, 2017 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 16 is November 21, 2017, 5:30 p.m.
 
16.   Custom Home Design Review No. 444 and Tree Removal Permit No.17TRP04-
15897 Oak Tree Crossing, Qiong Liang and Yue Yue Zhu, property owners: Adopted a Resolution for construction of a 7,644-square foot, two-story, single-family detached home with a 1,080-square foot, four car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval

17.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 16 (Development Code) to Amend Section 16.10 (Residential Districts) by Repealing PD 57-171 - Rhoades/Hunters Hill and Adding Residential Land Use District R-S-1 (Hunters Hill), Exhibit “C” (R-S-1 Residential Zone District - Development Standards) and Appendix E (Individual Lot Setback Information for Single-Family Residential Zoning Districts) to the Chino Hills Municipal Code and Zone Change 17ZC03 to Update the Zoning Map and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act, for first reading by title only - Waive further reading
 
18.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Title 16 of the Chino Hills Municipal Code, Chapter 16.02 General Provisions and Definitions, Chapter 16.10 Residential Districts, and Appendix A Regulation of Uses by Zoning District to Regulate Accessory Dwelling Units and Guest Houses in Residential Zones and Finding Proposed Municipal Code Amendment 17MCA08 Exempt From Review Under the California Environmental Quality Act, for first reading by title only - Waive further reading
