This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve October 10, 2017 City Council Meeting Minutes
 
10.   Approve Warrant Registers for period of September 28 through October 11, 2017 in amount of $1,093,376.32
 
11.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of September 13 through October 10, 2017
 
12.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Approving Municipal Code Amendment No. 17MCA09, to Amend Chapter 16.56 (Home Occupation Permits) of the Chino Hills Municipal Code in its Entirety, and Determining the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - Second Reading (Introduced October 10, 2017)
 
13.   Authorize execution of agreement with Rincon Consultants, Inc., in amount not-to-exceed $76,369 through June 30, 2018 with one-year renewal option to provide environmental consulting services for Goddard School project
 
14.   Adopt resolution authorizing execution of Joint Exercise of Powers Agreement relating to California Municipal Finance Authority (CMFA), consenting to inclusion of properties within Chino Hills in the Open Property Assessed Clean Energy (PACE) financing program, and authorizing the CMFA to accept applications from property owners, conduct contractual assessment proceedings, levy contractual assessments within territory of City, and authorize related actions
 
15.   Receive and file annual reports for Community Facilities District Nos. 1, 2, 4, 5, 6, 8, 9 and 10 and adopt resolutions establishing annual special tax for 2018, respectively
 
16.   Adopt resolution amending 2017-18 Appropriation Limits for Chino Hills, Community Facilities District No. 10 (Fairfield Ranch), and Community Facilities District 2015-1 (Vila Borba)
 
17.   Authorize execution of Agreement with City of Chino and Turner Chino Hills, LLC for reimbursement by City of Chino in amount of $7,705 for installation of traffic signal at West Monte Vista Avenue and Chino Hills Parkway
 
18.   Authorize execution of Amendment No. 1 to Agreement No. A2017-101 with Santa Ana Watershed Association to amend Sections 1C and 2 clarifying not-to-exceed amount of $240,000, reduce term of agreement through April 30, 2021, and add Exhibit B-1 providing summary of existing not-to-exceed amounts for maintenance and planting activities for Hickory Creek Habitat Mitigation Project

19.   Provide policy direction to staff regarding free usage of City facilities
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the October 17, 2017 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 20 and 21 is October 31, 2017,

20.   Custom Home Design Review No. 449 and Major Variance No. 17MJV01 - 4726 Bird Farm Road, Tim Law, representing the owner Robert Angus: Adopted a Resolution for construction of a 1,607-square foot, two-story, single-family detached home with an attached 399-square foot, two-car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval
 
21.   Extension of Time 17EXT02 for Tentative Tract Map No. 18393 (Stonefield) - Northwest of Carbon Canyon Road and East of Fairway Drive, Ausmas Properties, LLC: Adopted a Resolution to subdivide 34.73 vacant acres of land to create 28 single-family residential properties and 14 lots for open space and private street and access purposes based on the findings of facts and subject to Conditions of Approval
