This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (12 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. 7.   Approve November 28, 2017 City Council Meeting Minutes
 
8.   Approve Warrant Registers for period of November 16 through 29, 2017 in amount of $1,855,078.85
 
9.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for the period of November 15 through 28, 2017
 
10.   Approve monthly Investment Report for October 2017
 
11.   Receive and file monthly Financial Report for October 2017
 
12.   Appoint Peter Pirritano to Board of Directors of Chino Hills Community Foundation for term ending May 2021
 
13.   Authorize execution of three-year agreement with Hinderliter, de Llamas & Associates in amount not-to-exceed $50,000 with two, one-year renewal options to provide sales and use tax consulting and audit services, three-year agreement with HdL Software, LLC in amount not-to-exceed $285,000 with two, one-year renewal options to provide business license and transient occupancy tax administration services, authorize elimination of Senior Accounting Technician position, and add Finance Intern position in Finance Department
 
14.   Review and file Annual Development Impact Fee Financial Report for Fiscal Year 2016-17, and adopt schedule confirming Parkland (Quimby in-lieu) Fee commitment to construction of Los Serranos and Pinehurst Parks
 
15.   Authorize execution of two-year agreement with SDI Presence, LLC in amount not-to-exceed $220,000 with one, one-year renewal option to provide ERP Project Management Services, and authorize City Manager to terminate existing agreement with Nexlevel Information Technology, Inc.
 
16.   Award bid and contract to Los Angeles Engineering in amount of $1,936,775 for Los Serranos Infrastructure Improvements - Active Transportation Program Cycle 1 Project; approve appropriations budget amendment in amount of $900,000 from Measure I Fund balance to Los Serranos Infrastructure - ATP Cycle 1 Project; and authorize City Manager to approve cumulative change orders up to ten percent ($193,677.50) of contract amount
 
17.   Adopt resolution approving design and plans for construction of Village Oaks Saddle Replacement - Phase 1 Project; authorize staff to solicit bids for construction; and determine project to be exempt from review under California Environmental Quality Act
 
18.   Adopt resolution approving design and plans for Chino Avenue Pavement Rehabilitation Project; authorize staff to solicit bids for construction; and determine project to be exempt from review under California Environmental Quality Act

19.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 1 (General Provisions) to Amend Section 1.36.050 - (Nuisances - Recovery of Abatement Expenses) and Title 8 (Health and Safety) to Amend Section 8.12.140 - (Alternate Actions) to Provide for Awarding Attorneys' Fees to the Prevailing Party in Nuisance Abatement Actions and Placing Limitations on Such Fees and Determining that the Municipal Code Amendment is Exempt from Review Under the California Environmental Quality Act, for first reading by title only - Waive further reading
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the December 5, 2017 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 20 is December 19, 2017, 5:30 p.m.
 
20.   Custom Home Design Review No. 448 - 4129 Descanso Avenue, Derek Li, applicant: Adopted a Resolution for construction of a 2,501-square foot, two-story, single-family detached home with a 512-square foot, two-car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval
