This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
10.   Approve September 12, 2017 City Council Meeting Minutes
 
11.   Approve Warrant Registers for period of August 31, through September 13, 2017 in amount of $2,306,508.86
 
12.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of August 23, through September 12, 2017
 
13.   Authorize City Manager to execute agreement with The Humane Society of Pomona Valley Inc., dba Inland Valley Humane Society and S.P.C.A in amount of $161,706 through June 30, 2019 with a two-year renewal option to provide public animal care and control services
 
14.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Approving Municipal Code Amendment No. 17MCA04 to Amend Chapter 16.38 (Signs) of the Chino Hills Municipal Code to Make Minor Corrections to Chapter 16.38, and Determine the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - Second Reading (Amended and Introduced September 12, 2017)
 
15.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adopting Zone Change No. 13ZC01 to Re-Zone the Subject Property From Neighborhood Commercial (C-N) and Planned Development 24-145 (PD) to Institutional-Private (I-1) for a Religious Facility Development - Second Reading (Introduced September 12, 2017)
 
16.   Authorize execution of agreement with PGI Pacific Graphics International in amount not-to-exceed $283,500 through June 30, 2020 with two, one-year renewal options for printing and mailing services for Recreation Guide and City News
 
17.   Receive and file fourth quarter Budget review and Financial Report, and approve appropriation budget amendments
 
18.   Adopt a resolution adopting Measure I Five-Year Capital Project Needs Analysis for Fiscal Years 2018-19 through 2022-23
 
19.   Authorize execution of agreement with Raftelis Financial Consultants, Inc., in amount of $75,873 retroactively from July 1, 2017 to June 30, 2018 to continue work on Water Rate Study

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the September 19, 2017 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 21 is October 3, 2017, 5:30 p.m.
 
21.   Custom Home Design Review No. 447 - 4383 Lugo Avenue, John Kunick: Adopted a Resolution for the construction of a 1,500 square foot, one-story, single-family detached home with a 490-square foot, two-car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval
