This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (20 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. 10.   Approve August 8, 11, and 14, 2017 Regular, Special and Adjourned City Council Meeting Minutes, respectively

18.   Approve new Administrative Policy, Section 5.13, titled Electronic Tracking Technology to provide procedures and guidance for staff on use and implication of tracking technology on City vehicles

21.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adding Chapter 15.17, Expedited and Streamlined Permitting Processing for Electric Vehicle Charging Systems to the Chino Hills Municipal
Code - Second Reading (Introduced August 8, 2017)
 
22.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 16 (Development Code) in its Entirety Chapter 16.07 (Landscape and Water Conservation Requirements), and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - Second Reading (Introduced August 8, 2017)
 
23.   Authorize execution of Amendment No. 3 to Agreement No. A2014-127 with Richard Fisher Associates to increase annual amount by $5,000, for total not-to-exceed amount of $74,130 for additional inspection services of front yard residential and HOA landscaped areas for Vila Borba Tract 15989
 
24.   Authorize execution of agreement with City of Chino in amount not-to-exceed $123,979 to provide Human Services Programs through June 30, 2018
 
25.   Authorize publication of notice for unclaimed property held by the City of Chino Hills for three or more years in unclaimed property account
 
26.   Approve Change Order No. 1 to Agreement No. A2017-113 with American Asphalt South, Inc., in amount of $21,554.90; accept Rehabilitation of Fairfield Ranch Road Construction Project as complete; and authorize City Clerk to record Notice of Completion
 
27.   Amend adopted Fiscal Year 2017-18 Capital Improvement Program budget to appropriate Fiscal Year 2017-18 Gas Tax Road Maintenance and Rehabilitation Account (RMRA) funds in amount of $445,600 to Pavement Repairs Project, increase estimated revenue budget in Gas Tax RMRA funds by same amount, and approve appropriations budget decrease in Gas Tax 7360 funds by $445,600 from Pavement Repairs Project
 
28.   Adopt resolution accepting Carbon Canyon Sewer Lift Station and Water Booster Pump Station No. B16 of Tract No. 14094 into City-Maintained Systems
 
29.   Adopt resolution adopting Measure I Five-Year Capital Improvement Plan for Fiscal Years 2017-18 through 2021-22

30.   Presentation by City Manager and City Attorney regarding the City of Industry's purchase of the Tres Hermanos property and potential development of it as a solar farm and actions being undertaken by the City regarding the purchase and development of the property

31.   Adopt resolution adopting Mitigated Negative Declaration and Mitigation Monitoring Reporting Program under California Environmental Quality Act, Approving General Plan Amendment No. 13GPA01, Conditional Use Permit 13CUP08, and Tentative Parcel Map 19377, and rescinding Conditional Use Permit 90CUP010 for the development of a 23,400-square foot Buddhist Temple on a 7.3-acre parcel located at 2948 Chino Hills Parkway; and introduce and Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adopting Zone Change No. 13ZC01 to Re-Zone the Subject Property From Neighborhood Commercial (C-N) and Planned Development 24-145 (PD) to Institutional-Private (I-1) for a Religious Facility Development for first reading by title only - Waive further reading
 
32.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Approving Municipal Code Amendment No. 17MCA04 to Amend Chapter 16.38 (Signs) of the Chino Hills Municipal Code to Add Section 16.38.043 “Temporary Signs Placed in Connection With a Single Exhibition Event," and to Make Other Minor Corrections to Chapter 16.38, and Determine the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act, for first reading by title only - Waive further reading
