This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (11 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
6.   Approve July 11, 2017 City Council Meeting Minutes
 
7.   Approve Warrant Registers for period of June 29 through July 26, 2017 in amount of $7,772,016.89
 
8.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of July 12 through 25, 2017
 
9.   Receive and file monthly Financial Report for June 2017
 
10.   Approve monthly Investment Report for June 2017
 
11.   Authorize Amendment No. 2 to Agreement No. A2016-033 with Chino Valley Unified School District for City share not-to-exceed $226,261 for School Resource Officer Program through May 31, 2018
 
12.   Authorize execution of agreement with The Chambers Group, Inc., in amount not-to-exceed $35,978 to prepare subsequent Initial Study/Mitigated Negative Declaration for proposed Rincon project
 
13.   Authorize execution of agreement with LG2WB Engineers, Inc., in amount not-to-exceed $25,850 for preparation of traffic study for proposed Rincon project
 
14.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code, Title 5, Chapter 5.04.100 Business Licenses to Clarify That Exemptions of Payment of Fees will Apply to any Honorably Discharged Veteran - Second Reading (Introduced July 11, 2017)
 
15.   Award bid and contract to Nature's Image, Inc., in amount of $724,980 for English Creek/Channel Habitat Mitigation Project, and authorize City Manager to approve change orders up to ten percent ($72,498) of contract amount
 
16.   Authorize execution of Amendment No. 1 to Agreement No. A2017-059 with California Landscape and Design, Inc., to include approved Federal-Aid contract language

18.   Adopt resolution adopting Mitigated Negative Declaration and Mitigation Monitoring Reporting Program under California Environmental Quality Act, Approving General Plan Amendment No. 17GPA01, Site Plan No. 15SPR04, and Conditional Use Permit No. 15CUP04, for the Development of 17,710-square foot Religious Facility on 2.34-Acre parcel at 14715 Peyton Drive; rescinding Equestrian and Large Animal Use Permit 14EP13; and introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adopting Zone Change No. 17ZC01 to Re-Zone the Subject Property From Low Density Residential (R-S) to Institutional-Private (I-1) for a Religious Facility Development for first reading by title only - Waive further reading
 
19.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adding Chapter 15.17, Expedited and Streamlined Permitting Processing for Electric Vehicle Charging Stations to the City of Chino Hills Municipal Code, for first reading by title only - Waive further reading
 
20.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 16 (Development Code) in its Entirety Chapter 16.07 (Landscape and Water Conservation Requirements), and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act for first reading by title only - Waive further reading
