This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (13) ITEMS - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve May 9, 2017 City Council Meeting Minutes
 
8.   Approve Warrant Registers for period of April 27 through May 10, 2017 in amount of $2,331,634.09
 
9.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of April 26 through May 9, 2017
 
10.   Adopt resolution authorizing the City Manager, or his designee, to apply for grant funding from the California Department of Finance and Community-based Transitional Housing Program, conduct all negotiations, and certifying the project is consistent with the General Plan
 
11.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Setting the Amount of Solid Waste Disposal (Trash) Rates and Charges Pursuant to Health and Safety Code § 5471 Et Seq. - Second Reading (Introduced May 9, 2017)
 
12.   Approve Community Development Block Grant Citizen Participation Plan amendments to include new Assessment of Fair Housing requirements and other revisions

18.   Adopt Resolution approving Program Supplement Agreement No. N009 Rev. 1 with the State of California Department of Transportation (CalTrans) regarding the raised median on Pipeline Avenue Project
 
19.   Authorize execution of agreement with Cal Atlantic Group Inc., regarding Phase 2 Interim Basin Improvements and issuance of permits, accept Final Tract Map 16338 (Vila Borba) CalAtlantic Homes, Applicant, consisting of 149-unit single-family residential development, authorize execution of Monumentation and Subdivision Improvement Agreements, accept multiple improvement securities, deposit to set monuments at $76,500, and authorize City Clerk to record Memorandum of Agreement and Final Map

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the May 17, 2017 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 22 and 23 is May 31, 2017, 5:30 p.m.
 
22.   Site Plan Review No. 14SPR03 - 2563 Chino Hills Parkway, David Kang, CDI Architects, Applicant: Adopted a Resolution to allow for the interior and exterior remodel of 31,963 square feet of an existing anchor space within The Gordon Ranch Marketplace and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval
 
23.   Loving Savior of the Hills Lutheran Church and Morningfield Estates - 14816 Peyton Drive, Thomas Stys and Kevin Conklin, Applicants: Adopted a Resolution adopting a Mitigated Negative Declaration and Mitigation Monitoring Reporting Program under the California Environmental Quality Act, approving 4th Amendment to Site Plan SA/88-0038/W31-147 and Conditional Use Permit No. 99CUP03, Tentative Tract Map 19919, for the addition of three classrooms, and a driveway on Morningfield Drive, twenty-one parking spaces to Lutheran Elementary School, and Tree Removal Permit 17TRP05 and Design Review No. 422 for subdivision of 1.32-acre vacant parcel into seven lots for semi-custom single-family homes and subject to Conditions of Approval

24.   Receive public input and provide direction for proposed district boundary maps consistent with California Voting Rights Act (CVRA)
 
25.   Adopt Resolution adopting the mitigated negative declaration, mitigation measures, and mitigation and reporting program under the California Environmental Quality Act for General Plan Amendment 16GPA02, Zone Change 16ZC02, Municipal Code 17MCA01, Site Plan Review 16SPR02 including parking option 1, and vesting Tentative Tract Map 20049, to allow the development of 38 duplex buildings (76 residential dwelling units) on 11.7 acres located at 2100 Founders Drive, and introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Adopting Zone Change 16ZC02 to Realign Zoning Boundaries Between the Residential and Open Space Land Uses of the Project Site and Municipal Code Amendment 17MCA01 to Establish a Building Separation Standard for Duplex Developments, for first reading by title only - Waive further reading
