This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

In accordance with the Public Records Act, any information you provide on this form is available to the public. You are not required to provide personal information in order to speak, except to the extent necessary for the City Clerk to call upon you. Comments will be limited to three minutes per speaker.

1.   PROCLAMATION - 50th Anniversary of the Vietnam War:  Proclaiming May 28, 2012 to November 11, 2025 as the Commemoration of the Vietnam War
 
2.   PRESENTATION - Honoring those that have served in the United States Armed Forces during The Vietnam War Era November 1, 1955 through May 15, 1975
 
3.   PROCLAMATION - Mighty Eight Air Force Week:  Proclaiming October 8-14, 2016 as Mighty Eight Air Force Week; to be accepted by Wilbur Richardson, Eighth Air Force Historical Society member
 
4.   PROCLAMATION - Family Week:  Proclaiming the week of November 20 through 26, 2016, as Family Week in Chino Hills, to be accepted by Healthy Hills Steering Committee Members
 
5.   PUBLIC COMMENTS: At this time members of the public may address the City Council regarding any items within the subject matter jurisdiction of the Council, whether or not the item appears on the agenda, except testimony on Public Hearing items must be provided during those hearings. CONSENT CALENDAR ITEMS (9 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
6.   Approve October 25, 2016 City Council Meeting Minutes
 
7.   Approve Warrant Registers for period of October 6 through 19, 2016 in amount of $2,714,789.83
 
8.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of October 12 through 25, 2016
 
9.   Receive and file Financial Report for September 2016
 
10.   Approve Treasurer's Report for September 2016
 
11.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending in its entirety Chapter 16.44 (Wireless Communications Facilities) and Appendix A (Regulation of Uses by Zoning District) of the Chino Hills Municipal Code and Determining the Ordinance is Exempt from Review Under the California Environmental Quality Act - Second Reading (Introduced October 25, 2016)
 
12.   Adopt resolution adopting investment policy guidelines for the City's Public Agency Retirement Services (PARS) Post-Employment Benefits Trust and delegating investment authority to the City Treasurer for Fiscal Year 2016-17
 
13.   Approve appropriations budget amendment in amount of $92,000 from Measure I Fund balance to Los Serrano Infrastructure Improvements Safe Routes to Schools Phase 2 Sidewalk Construction Project, and award bid and contract to VT Electric, Inc., in amount of $137,270 for installation of street lighting on Country Club Drive, Williams Avenue, and Esther Street Project
 
14.   Authorize execution of Amendment No. 1 to Agreement No. A2012-01 with Imperial Paving Co., to increase annual amount by $75,000 for total amount not-to-exceed $225,000 for increased asphalt and concrete repair services
