Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for May 27, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will not be open for the meeting.  Council Members will be participating remotely and will not be physically present in the Council Chambers.

CONSENT CALENDAR (16 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
6.   Approve May 12, 2020, City Council Meeting Minutes
 
7.   Approve warrants and wires over $25,000 for period of April 30 through May 13, 2020 in amount of $4,641,476.49


 
8.   Receive and file monthly Financial Report for month ended March 31, 2020, ratify budget amendments in third quarter totaling $36,254.86 and adopt budget amendment resolution for Fiscal Year 2019-20 increasing and decreasing budget in various funds by net amount of $983,327.02 based on third quarter budget review
 
9.   Adopt Resolutions to conduct a General Municipal Election on Tuesday,
November 3, 2020 for election of certain officers, requesting consolidation of Election with County of San Bernardino, and adopting regulations for candidate statements submitted to voters
 
10.   Authorize execution of Amendment No. 2 to Agreement A08-66 with New Cingular PCS, LLC and Southern California Edison to modify telecommunications equipment of existing cell facility at 13854 Chino Hills Parkway/Falling Star Lane
 
11.   Adopt an Ordinance entitled: An Ordinance of the City of Chino Hills, Amending Chino Hills Municipal Code Sections 2.44.160 and 2.44.190 Requiring City Council Review of Necessity for Continuing Local Emergency Every Sixty Days - Second Reading (Introduced May 12, 2020)
 
12.   Adopt an Ordinance entitled: An Ordinance of the City of Chino Hills, Setting the Amount of Wastewater Rates and Charges Pursuant to Health and Safety Code
§ 5471 Et Seq. - Second Reading (Introduced May 12, 2020)
 
13.   Authorize execution of Grant of Easement to Southern California Edison Company for installation of additional equipment on Lot V of Amending Tract Map 12972 adjacent to Eucalyptus Avenue
 
14.   Authorize execution of letter opposing Microenterprise Home Kitchen Operations within San Bernardino County
 
15.   Authorize execution of agreement with Lew Edwards Group in amount not-to-exceed $30,000 to provide Transient Occupancy Tax measure consulting services
 
16.   Approve Change Order No. 5 to Agreement No. A2019-139 with CDM Constructions, Inc., in amount of $9,930, accept the Supervisory Control and Data Acquisition (SCADA) System Upgrade Project as complete, authorize City Clerk to record Notice of Completion, authorize release of retention monies in amount of $52,045.60, forty-five days after acceptance, and other related actions
 
17.   Adopt a resolution authorizing the City Manager to sign Program Supplement Agreements with the State of California Department of Transportation for State funded projects up to $200,000 for which no General Fund match is required, and Director of Public Works to sign Caltrans' forms related to project administration and grant reimbursement
 
18.   Adopt resolution setting time and place for public hearing of annual assessments
for Landscape and Lighting District No. 1 for June 23, 2020
 
19.   Adopt resolution setting time and place for public hearing of annual assessments for Vellano Landscape and Lighting District for June 23, 2020
 
20.   Adopt resolution setting time and place for public hearing of annual assessments for Special Maintenance Areas 1 and 2 for June 23, 2020

 
21.   Adopt resolution setting time and place for public hearing of annual assessments for Los Serranos Lighting Maintenance District for June 23, 2020

22.   Approve Community Development Block Grant Program draft 2020-25 Consolidated Plan and draft 2020-21 Annual Action Plan and authorize City Manager to execute all agreements and required documents pertaining to these submissions (Cont. fr/May 12, 2020)
 
23.   Approve proposed amendment to Community Development Block Grant Citizen Participation Plan
