Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for May 12, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will not be open for the meeting.  Council Members will be participating remotely and will not be physically present in the Council Chambers.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve April 28, 2020, City Council Meeting Minutes
 
10.   Approve warrants and wires over $25,000 for period of April 16 through 29, 2020 in amount of $1,453,543.20
 
11.   Receive and file Investment Report for month ended March 31, 2020
 
12.   Authorize execution of Amendment No. 1 to Agreement No. A2015-250 with Swagit Productions, LLC, to purchase a Custom Programming Upgrade to Swagit’s Extensible Automated Streaming Engine for a one-time fee of $1,480 and add SoundSearch service for an annual fee of $2,400 to enhance streaming of City Council meetings
 
13.   Authorize issuance of Request for Proposals for Solid Waste Consulting Services
 
14.   Review and file Annual and Five Year Reporting for Housing In-Lieu Fee fund and Five Year Reporting for Mitigation Fee fund and adopt resolution making Annual and Five Year Findings for unexpended Development Fees for Traffic Signal at Carbon Canyon Road and Canyon Hills Road
 
15.   Adopt budget amendment resolution increasing Community Services Fund Budget by $7,020 and authorize execution of three-year agreement with Level One Protection, Inc., in amount not-to-exceed $150,690, including two one-year renewal options to provide unarmed security services for events at Chino Hills Recreational Facilities
 
16.   Re-appoint David Kramer and Glen Anderson to Chino Hills Community Foundation Board of Directors as recommended by Board, for terms ending May 2024
 
17.   Authorize write-off of $46,821.48 in uncollectible administrative citations incurred from December 1, 2008 through February 21, 2017
 
18.   Authorize execution of landscape easement agreement with Southern California Edison and Verizon for the City to maintain landscape area along frontage of substation facing Peyton Drive

19.   Coronavirus (COVID-19) update - City of Chino Hills
 
20.   Adopt resolution confirming and extending existence of local emergency, and adopt by four/fifth's vote an Urgency Ordinance and Introduce an Ordinance Amending Chino Hills Municipal Code Sections 2.44.160 and 2.44.190 Requiring City Council Review of Necessity for Continuing Local Emergency Every Sixty Days, and find the resolution and ordinances are exempt from review under the California Environmental Quality Act - For first reading of regular ordinance by title only - waive further reading
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the May 5, 2020 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 5b and 5c is May 19, 2020, 5:30 p.m.
 
21.   Design Review No. 462 - 15929 Esquilime Drive, Steven Woods, Applicant: The Planning Commission adopted a Resolution approving Design Review 462 for the development of one enclosed 8,986 square-foot accessory building for personal recreational basketball gymnasium and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
22.   Design Review No. 471 - 4452 Los Serranos Boulevard, Steven Wang, Applicant: The Planning Commission adopted a Resolution approving Design Review 471, for the development of a new one-story, single-family detached residence consisting of 2,111-square feet of livable space with an attached 450-square foot, two-car garage at 4452 Los Serranos Boulevard and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

23.   Continue public hearing for Community Development Block Grant (CDBG) Program drafts 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan to May 27, 2020 and public hearing for Analysis of Impediments to Fair Housing Choice to
June 9, 2020.
 
24.   Adopt resolution declaring the results of proceedings for adopting wastewater charges in accordance with Article XIIID of the California Constitution and if no majority protest exists, introduce an Ordinance entitled: An Ordinance of the City of Chino Hills, Setting the Amount of Wastewater Rates and Charges Pursuant to Health and Safety Code Section 5471 Et. Seq. - For first reading by title only - Waive further reading
