Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for March 24, 2020 will be conducted telephonically through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will not be open for the meeting.  Council Members will be participating telephonically and will not be physically present in the Council Chambers.

If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on.  Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words).  Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CITY DEPARTMENT BUSINESS
 
CONSENT CALENDAR (18 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
1.   Approve Regular and Special City Council Meeting Minutes of March 10 and 17, 2020, respectively
 
2.   Approve warrants and wires over $25,000 for period of February 27 through
March 11, 2020 in amount of $1,867,509.38
 
3.   Receive and file monthly Financial Report for month ended January 31, 2020
 
4.   Adopt an Ordinance entitled: "An Ordinance of the City of Chino Hills, Amending Chapter 16.34 Parking and Loading of the Chino Hills Municipal Code" - Second Reading (Introduced March 10, 2020)
 
5.   Adopt an Ordinance entitled: "An Ordinance of the City of Chino Hills, Amending Chino Hills Municipal Code Section 2.44.080, Subsection B, Requiring City Council Review of Necessity for Continuing Local Emergency Every Sixty Days - Second Reading (Introduced March 17, 2020)
 
6.   Authorize City Manager to execute ten year agreement with San Bernardino County for continued participation in CAL-ID program through June 30, 2030
 
7.   Approve update to Administrative Policy Section 7.8 - Catastrophic Leave Plan to include Sick Leave Advance Program
 
8.   Approve addition of Administrative Policy 3.6 - Street Naming to Administrative Policies and Procedures Manual to ensure renaming of City streets follow specific guidelines
 
9.   Approve addition of Administrative Policy 3.7 - Honorary Street Names to Administrative Policies and Procedures Manual to recognize significant contributions or importance of certain individuals or organizations
 
10.   Receive and file General Plan Implementation Annual Report for calendar year 2019 and file copy of report with Governor’s Office of Planning and Research and Department of Housing and Community Development
 
11.   Authorize execution of Amendment No.1 to Agreement A2019-173 with ECORP Consulting, Inc., to increase not-to-exceed amount from $73,300 to $108,860, to conduct focused biological surveys for sensitive species required to complete California Environmental Quality Act review process for The Reserve at Chino Hills Project
 
12.   Authorize increase of blanket purchase orders by $10,000 for Amazon
not-to-exceed $30,000 for purchase of various supplies, $20,000 for Champion Publications Inc., not-to-exceed $60,000 for publications in Champion Newspaper, and $10,000 for Costco Wholesale not-to-exceed $20,000 for purchase of various supplies
 
13.   Approve Amendment No. 1 to Agreement No. A2018-126 with Willdan Financial Services, increasing not-to-exceed amount from $61,450 to $83,550 to add annual updates to fully burdened hourly rates and an additional year of updates to cost allocation plan
 
14.   Authorize execution of one-year agreement with West and Associates Engineering, Inc., in amount not-to-exceed $63,430, including two one-year renewal options, for preparation of design plans, specifications, and estimates for Maroon Bell - Winchester Water Main Replacement Project
 
15.   Adopt resolution adopting list of projects funded by Senate Bill 1 (SB1): Road Repair and Accountability Act of 2017 for Fiscal Year 2020-21
 
16.   Accept Local Roadway Safety Plan Grant in amount of $72,000, amend Fiscal Year 2019-20 Capital Improvement Program to include Local Roadway Safety Plan Project, and adopt budget amendment resolution increasing Miscellaneous Grants Fund by $72,000 and Gas Tax Fund by $8,000
 
17.   Accept Los Serranos Park Improvements by Kasa Construction, Inc., as complete, authorize City Clerk to record Notice of Completion, authorize release of retention monies in amount of $195,273.61, forty-five days after acceptance, and other related actions
 
18.   Accept San Bernardino County Transportation Authority Transportation Development Act Grant in amount of $249,997, for Los Serranos Safe Routes to Schools East Project
