This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (9 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve December 10, 2019, City Council Meeting Minutes
 
10.   Approve Warrants and Wires over $25,000 for period of November 28, 2019 through January 1, 2020 in amount of $7,862,097.46
 
11.   Receive and file Monthly Financial Report for month ended October 31, 2019
 
12.   Receive and file Investment Report for month ended November 30, 2019
 
13.   Adopt resolution approving updated local procedures for implementing California Environmental Quality Act; determine that update is not a project under California Environmental Quality Act; and approve update to Administrative Policy 3.1 to include changes
 
14.   Authorize Finance Director to direct Willdan Financial Services to write off $23,431.47 in uncollectible Community Facilities District No. 1 special taxes, penalties, and interest incurred from December 10, 1999 through
September 3, 2019
 
15.   Authorize CHP Enterprises doing business as Ken Porter Auctions to auction obsolete City surplus vehicles and equipment with estimated value of $46,500
 
16.   Adopt Administrative Policy, Section 4.11 - Discontinuation of Residential Water Service for Non-Payment effective February 1, 2020 in compliance with Senate Bill 998 (Dodd)
 
17.   Award bid and contract to Onyx Paving Company, Inc., in amount not-to-exceed $188,000, and authorize City Manager to approve cumulative change orders up to ten percent ($18,880) of awarded contract amount for Shady View Drive Pavement Rehabilitation Project

20.   Introduce Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Chino Hills Municipal Code Section 10.04.020 Regarding Parking Fines and Chapter 10.32 (Wheeled Toys), in its Entirety, Amending the Chino Hills Municipal Code Title 12 (Streets, Sidewalks and Public Places) to Add Chapter 12.46 to Regulate the Use of City-Owned Government Center Parking Facilities; and Determining that the Adoption of the Ordinance Is Exempt From Review Under the California Environmental Quality Act - For first reading by title only - Waive Further Reading; and adopt Resolutions amending Master Fee Schedule of fees, fines, and penalties adopting fine for unpermitted use of wheeled toys; adopting revised table for parking violations, penalties and late fees; and determining fees are exempt from review under the California Environmental Quality Act

22.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending (19MCA10) Title 16 (Development Code) of the Chino Hills Municipal Code Chapter 16.90 Tree Preservation and Determining that the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - For first reading by title only - Waive further reading; and approve update to Administrative Policy Section 3.5
