This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
10.   Approve November 12, 2019, City Council Meeting Minutes
 
11.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Chino Hills Municipal Code Section 2.28.030 "Qualifications" of Chapter 2.28 to Address the Qualifications of Members of Boards and Commissions and Define the Term "Domicile" for Purposes of Establishing Residency - Second Reading (Introduced November 12, 2019)
 
12.   Adopt Ordinances entitled:

An Ordinance of the City Council of the City of Chino Hills, California, Amending (19MCA02) Title 16 (Development Code) of the Chino Hills Municipal Code Chapter 16.02 Definitions, Sections 16.02.130 to 16.02.380 to Update Definitions and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act; and

An Ordinance of the City Council of the City of Chino Hills, California, Amending (19MCA03) Title 16 (Development Code) of the Chino Hills Municipal Code, Section 16.58.080 Administrative Procedures, 16.68.080 Conditional Use Permits, 16.78.050 Minor Use Permits and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - Second Readings (Introduced November 12, 2019)
 
13.   Approve Warrants and Wires over $25,000 for period of October 31 through November 13, 2019 in amount of $1,134,307.99
 
14.   Receive and file monthly Financial Report for month ended September 30, 2019, ratify City Manager approved budget amendments for Fiscal Year 2019-20 totaling $85,195, and adopt budget amendment resolution for Fiscal Year
2019-20 increasing and decreasing budget in various funds by $808,212.25 for adjustments based on first quarter Budget review
 
15.   Award bid and contract to All American Asphalt in amount not-to-exceed $192,444, and authorize City Manager to approve cumulative change orders up to ten percent ($19,244) of awarded contract amount for Pine Avenue Pavement Rehabilitation Project
 
16.   Adopt resolution accepting Vila Borba Community Facilities District Parking Lot and Trails (Tract No. 16338) into City-Maintained System
 
17.   Find Strickling Nature Park Project exempt from review under California Environmental Quality Act, adopt resolution approving application to California Natural Resources Agency for grant funds for Environmental Enhancement and Mitigation Program for Strickling Nature Park, and appoint City Manager to conduct all negotiations, execute and submit necessary documents for completion of project
 
18.   Adopt resolution approving design and plans for Reservoir No. 1 and Reservoir
No. 4 Relining Project, authorize staff to solicit bids for construction, and determine the project is exempt from review under California Environmental Quality Act
 
19.   Adopt budget amendment resolution for Fiscal Year 2019-20 increasing various funding sources by $291,275 for Turf Replacement Project funded by Inland Empire Utilities Agency and Metropolitan Water District rebates for eight project areas
