This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (14 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve October 22, 2019, City Council and Financing Authority Joint Meeting Minutes
 
10.   Receive and file the City’s Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for the period of September 25 through October 22, 2019
 
11.   Approve Warrants and Wires over $25,000 for period of October 10 through 30, 2019 in amount of $3,766,779.51

A2017-225 with PGI Pacific Graphics, for total not-to exceed amount of $361,711 through June 30, 2021
 
17.   Authorize City Manager to execute Amendment No. 1 to various Contract Instructor agreements for not-to-exceed amounts as listed in Exhibit A of the written staff report for year-round recreation program instruction through December 30, 2021
 
18.   Authorize execution of three-year agreement with S&H Civil Works, for total not-to-exceed amount of $1,125,000 including two, one-year renewal options to provide on-call concrete repairs and installation of curbs and gutters for City sidewalks
 
19.   Find exception to competitive bidding procedures applies and authorize issuance of purchase order utilizing Cooperative Purchasing Agreement No. 122017-FSC to Haaker Equipment in amount of $479,432.55 for purchase of 2020 Vactor Hydro-Excavator for emergency mainline water repairs
 
20.   Adopt budget amendment resolution for Fiscal Year 2019-20 increasing Equipment Maintenance budget by $33,511 and revenue by $9,268, find exception to competitive bidding procedures applies, authorize issuance of purchase order utilizing Cooperative Purchasing Agreement No. 120716-NAF to National Auto Fleet Group in amount of $28,510.45 for purchase of 2020 Chevrolet Silverado 1500 double cab work truck for Public Works Department
 
21.   Adopt resolution approving design and plans, authorize staff to solicit bids for construction, and determine project to be exempt from review under California Environmental Quality Act for Construction of Slate Drive Pavement Rehabilitation project
 
22.   Adopt budget amendment resolution for Fiscal Year 2019-20 in amount of $302,000 for construction of Los Serranos Transit Access project and decreasing Rolling Ridge project in amount of $200,000, award bid and contract to Gentry Brothers, Inc., in amount of $387,210, and authorize City Manager to approve cumulative change orders up to 10 percent ($38,721) of awarded contract amount

23.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Chino Hills Municipal Code Section 2.28.030 "Qualifications" of Chapter 2.28 to Address the Qualifications of Members of Boards and Commissions and Define the Term "Domicile" for Purposes of Establishing Residency - For first reading by title only - Waive Further Reading
 
24.   Authorize execution of Amendment No. 4 to Chino Hills Recycles! Agreement
No. A00-148 with Taormina Industries L.L.C./Republic Services Inc., to include Organics Recycling Program, Commingled Commercial Recycling Program along with existing Cardboard Only Program, and authorize rates for 4-yard containers for commercial recycling customers.

25.   Introduce Ordinances entitled:

An Ordinance of the City Council of the City of Chino Hills, California, Amending (19MCA02) Title 16 (Development Code) of the Chino Hills Municipal Code Chapter 16.02 Definitions, Sections 16.02.130 to 16.02.380 to Update Definitions and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act; and

An Ordinance of the City Council of the City of Chino Hills, California, Amending (19MCA03) Title 16 (Development Code) of the Chino Hills Municipal Code, Section 16.58.080 Administrative Procedures, 16.68.080 Conditional Use Permits, 16.78.050 Minor Use Permits and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act for first readings by title only - Waive Further Readings
 
26.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Repealing Chapter 15.04 of Title 15 of the City of Chino Hills Municipal Code and Establishing a New Chapter 15.04 of Title 15 Adopting by Reference and Amending the 2019 Editions of the California Building Code Volumes 1 & 2, 2019 California Plumbing Code, 2019 California Mechanical Code, 2019 California Electrical Code, 2019 California Residential Code, 2019 California Energy Code and the 2019 California Green Building Standards Code with Appendices and Amendments Thereto - Second Reading (Introduced October 22, 2019)
