This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (8 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
11.   Approve September 24, 2019, City Council Meeting Minutes
 
12.   Receive and file the City’s Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for the period of July 25 through September 24, 2019
 
13.   Approve Warrants and Wires over $25,000 for period of September 12 through 25, 2019 in amount of $3,774,147.88
 
14.   Receive and file Investment Report for month ended August 31, 2019
 
15.   Receive and file monthly Financial Report for month ended June 30, 2019, ratify City Manager approved budget amendments for Fiscal Year 2018-19 totaling $71,915, and adopt budget amendment resolutions for Fiscal Year 2018-19 increasing and decreasing budget in various funds by net amount of $971,460 based on fourth quarter budget review and Fiscal Year 2019-20 to move funding for Caltrans Agreement No. 08-1682 to Mitigation Fee fund

Appeal - Adopt resolution denying Extension of Time (19EXT02) request for Tentative Tract Map 16959 by Everbright International, Applicant, to subdivide 6.64 acres to create 11 single-family residential properties and two open space lots located north of Pinnacle Road and south of Carbon Canyon Road
 
17.   Adopt budget amendment resolution for Fiscal Year 2019-20 increasing budget in various funds by $122,425 and authorize execution of three-year agreement with West Coast Arborists in amount not-to-exceed $3,263,500, including two one-year renewal options to provide citywide Urban Forest Management
 
18.   Accept Rancho Hills Drive emergency project by GM Sager, as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in the amount of $17,000, forty-five days after acceptance; and other related actions

19.   Discuss process for appointment of City Board and Commission Chairs and Vice Chairs and either determine that appointment authority should remain with City Council or delegate authority to each Board or Commission; Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Chapter 2.06, "Boards And Commissions", Section 2.06.072 "Officers" to Delegate the Appointment of Board and Commission Chairs and Vice Chairs to Each Board or Commission; and approve amendment to Section 1.6 of Chino Hills Administrative Policies and Procedures Manual to provide guidelines for appointment process
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the October 1, 2019 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 5b is October 15, 2019, 5:30 p.m.
 
20.   Custom Home Design Review No. 465 - 1367 Highland Pass Road, Yasser Salem, Applicant: The Planning Commission adopted a Resolution approving construction of a 7,580-square foot, two-story, single-family detached home with a basement level and two attached garages and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
