This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (11 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
11.   Approve September 10, 2019, City Council Meeting Minutes
 
12.   Approve Warrants and Wires over $25,000 for period of August 29 through September 11, 2019 in amount of $7,533,886.93
 
13.   Adopt budget amendment resolution for Fiscal Year 2019-20 increasing General Fund budget by $3,288 and authorize execution of one-year agreement with City of Chino, Chino Valley Unified School District, and All City Management Services, Inc., in amount not-to-exceed $84,787.50 for crossing guard services through June 30, 2020
 
14.   Authorize issuance of Purchase Order in amount of $28,180 to Latitude Geographics for purchase of GIS Viewer Application Software and online staff training classes
 
15.   Authorize execution of Professional Services Agreement with Nth Generation in amount of $63,909.83 for purchase of HPE Nimble Storage Area Network system installation and support to accommodate City's virtual datacenter needs through September 24, 2024

18.   Accept donation from The Dog Park for Chino Hills in amount not-to-exceed
$10,000 and adopt budget amendment resolution for Fiscal Year 2019-20 increasing Community Services Fund budget by $10,000 for purchase of umbrella shaped shade structures at Vila Borba Dog Park
 
19.   Authorize execution of three-year agreement with Innovative Water Care, LLC dba Marine Biochemists, in amount not-to-exceed $100,500 including two, one-year renewal options to provide lake maintenance services at English Springs Park
 
20.   Approve Change Order No. 1 to Agreement No. A2019-072 with Onyx Paving Company, Inc., for total credit amount of ($15,977.28); accept Calle San Marcos/Eagle Canyon Drive Pavement Rehabilitation project by Onyx Paving Company, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $17,601.14, forty-five days after acceptance; and other related actions
 
21.   Award bid and contract with T.E. Roberts, Inc., in amount of $712,815 for Saddle Replacement - Phase 2 project and authorize City Manager, to approve cumulative change orders up to 10 percent ($71,281.50) of awarded contract amount
