This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (17 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve August 13, 2019, City Council Meeting Minutes
 
8.   Approve Warrants and Wires over $25,000 for period of August 1 through 28, 2019 in amount of $6,933,173.38
 
9.   Receive and file Investment Report for month ended July 31, 2019
 
10.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Municipal Code Amendment 19MCA01 to Amend Title 16 (Development Code) of the Chino Hills Municipal Code to Update Appendix A Land Use Matrix, Replace Section 16.78 Site Development Permit With Minor Use Permit, Update Section 16.58.010, and Adding Section 16.79 Zoning Clearance and Determining That the Municipal Code Amendment is Exempt From Review Under the California Environmental Quality Act - Second Reading (Introduced August 13, 2019)
 
11.   Authorize execution of Agreement with LG2WB Engineers, Inc., in amount not-to-exceed $48,875 through June 30, 2021, including two one-year renewal options for preparation of Traffic Impact Study for Rancho Cielito Project
 
12.   Authorize City Manager to negotiate and execute agreements with California Department of Transportation and Bristol Homeowners Association for maintenance of landscaping along Soquel Canyon Parkway
 
13.   Authorize execution of Agreement with ECORP Consulting, Inc., in amount not-to-exceed $73,300 through June 30, 2021, including two one-year renewal options to prepare and process Mitigation Negative Declaration Report in compliance with California Environmental Quality Act for Rancho Cielito Project
 
14.   Adopt budget amendment resolution for Fiscal Year 2019-20 increasing various funding sources for Human Services contract by $10,765 and authorize execution of one-year agreement with Chino in amount not-to-exceed $144,164.80 to provide Human Services program
 
15.   Approve funding in amount of $718,000 from Community Facilities District 5 Fund for renovation of Torrey Pines Park
 
16.   Authorize publication of notice for unclaimed property held by the City of Chino Hills for three or more years in unclaimed property account
 
17.   Authorize write-off of $25,979.03 in uncollectible utility and general accounts receivable incurred prior to July 1, 2018
 
18.   Approve Change Order No. 2 to Agreement No. A2019-071 with Onyx Paving Company, Inc., for total credit amount of ($115,307.68); accept FY 2018-19 Street Improvements Project by Onyx Paving Company, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $87,165.87, forty-five days after acceptance; and other related actions
 
19.   Accept English Springs Park Restroom Reconstruction Project by IVL Contractors, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $17,359.15, forty-five days after acceptance; and other related actions
 
20.   Adopt resolution approving design and plans; authorize staff to solicit bids; and determine the project is exempt from review under California Environmental Quality Act for construction of Los Serranos Transit Access Project
 
21.   Adopt resolution approving design and plans; authorize staff to solicit bids; and determine the project is exempt from review under California Environmental Quality Act for construction of Pine Avenue Pavement Rehabilitation Project
