This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (11 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve May 14, 2019, City Council Meeting Minutes
 
8.   Receive and file the City’s Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for April 24 through May 14, 2019
 
9.   Find exception to competitive bidding procedures and authorize execution of three-year agreement with Data Ticket, Inc., in amount not-to-exceed $190,000 including two one-year renewal options to provide administrative parking citation processing services
 
10.   Approve Warrants and Wires over $25,000 for period of May 2 through May 15, 2019 in amount of $3,659,278.90
 
11.   Re-appoint Spencer Bogner, Delinia Lewis, Darrin Lee, Bill Hughes and Darryll Goodman to Chino Hills Community Foundation Board of Directors as recommended by Board, for terms ending May 2023
 
12.   Adopt resolution setting time and place for public hearing of annual assessments for Los Serranos Lighting Maintenance District for June 25, 2019
 
13.   Adopt resolution setting time and place for public hearing of annual assessments for Landscape and Lighting District No. 1 for June 25, 2019
 
14.   Adopt resolution setting time and place for public hearing of annual assessments for Vellano Landscape and Lighting District for June 25, 2019

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the May 21, 2019 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 7a and 7b is on June 4, 2019, 5:30 p.m.
 
18.   Extension of Time No. 19EXT01 - Wireless Telecommunication Facility at southwest corner of English Road and Peyton Drive (SCE Substation), Verizon Wireless, applicant: The Planning Commission adopted a Resolution approving Extension of Time 19EXT01 for Conditional Use Permit No. 14CUP02 to allow the installation of a Verizon Wireless Telecommunication Facility and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
19.   Conditional Use Permit 19CUP01 - Infuzion Zone at Chino Hills Marketplace at 4200 Chino Hills Parkway, Suite 400, Anthony Burns on behalf of JERMAR 29:11 Inc., applicant: The Planning Commission adopted a Resolution approving Conditional Use Permit 19CUP01 for operation of a 10,160 square-foot family entertainment center and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
