This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
6.   Approve March 26, 2019, City Council Meeting Minutes
 
7.   Approve Warrants and Wires over $25,000 for period of March 14 through 27, 2019 in amount of $1,838,013.86
 
8.   Receive and file monthly Financial Report for February 2019

10.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Chapter 10.32 (Wheeled Toys) in Its Entirety and Amending the Chino Hills Municipal Code Title 12 (Streets Sidewalks, and Public Spaces), to Add Section 12.40.005 (Definitions), to Remove Section 12.40.170 (Definitions), and Amend Sections 12.40.190 (Unauthorized Vehicles), 12.40.300 (Waste Liquids and Refuse), Section 12.40.310 (Park Hours), and Adding Section 12.40.390 (Feeding or Harassing Non-Domesticated Animals), and Section 12.40.400 (Unauthorized Unmanned Aircraft and Vehicles) to Chapter 12.40 (Parks and Recreation Facilities) - Second Reading (Introduced March 26, 2019)
 
11.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Title 16 of the Chino Hills Municipal Code, Chapter 16.10 Residential Districts to Amend Chapter 16.10.020 Permitted Uses, Accessory Uses, Conditional Uses, and Temporary Uses, and to Add Chapter 16.10.025 Accessory Lot Uses; and Finding Proposed Municipal Code Amendment 18MCA03 Exempt from Review Under the California Environmental Quality Act - Second Reading (Introduced March 26, 2019)
 
12.   Authorize execution of Amendment No. 2 to Agreement A2016-077 with RJM Design Group, in amount of $70,400 for total not-to-exceed amount of $322,800 and extend term to December 31, 2019 for architectural and final design services associated with the Los Serranos Park project
 
13.   Approve Amendment No. 1 to Agreement No. A2018-094 with Tanko Streetlighting, Inc., to increase amount by $74,348.17 for total not-to-exceed amount of $1,390,476.96 and extend term to June 30, 2020 to cover one-year warranty period for lighting fixture repair calls
 
14.   Adopt 2018-19 budget amendment resolution in amount of $850,000, award bid and contract to Onyx Paving Company, Inc., in amount of $1,853,000, and authorize the City Manager to approve cumulative change orders up to 5 percent ($92,650) of awarded contract amount for FY 2018-19 Street Improvement Project
 
15.   Adopt 2018-19 budget amendment resolution in amount of $200,000, award bid and contract to Onyx Paving Company, Inc., in amount of $368,000, and authorize City Manager to approve cumulative change orders up to 10 percent ($36,800) of awarded contract amount for Fiscal Year 2018-19 Calle San Marcos and Eagle Canyon Drive Pavement Rehabilitation Project
 
16.   Authorize execution of Amendment No. 5 to Agreement No. A12-05 with Michael Baker International, Inc., in amount of $4,210 for total not-to-exceed amount of $403,442 and extend contract term to June 30, 2021 to address amended language to CEQA Statutes and Guidelines
