This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve March 12, 2019, City Council Meeting Minutes
 
10.   Approve Warrants and Wires over $25,000 for period of February 28 through March 13, 2019 in amount of $2,656,903.49
 
11.   Adopt resolution to recognize the importance of the 2020 U.S. Census “Be Counted California”
 
12.   Authorize City Manager to execute Amendment No. 2 to Lease Agreement No. A09-04 with County of San Bernardino for continued lease of building located in government center for County Library through December 31, 2023
 
13.   Approve updated Administrative Policy, Section 12.8, to revise procedures for usage and management of mobile communication devices and delete Administrative Policy 12.5, Cellular Telephone Policy in its entirety
 
14.   Authorize execution of Amendment No. 2 to Agreement No. A2017-187 with LG2WB Engineers, Inc., to increase not-to-exceed amount by $2,600 for revised total of $31,950 to add two additional meetings to the scope of work for Rincon Project
 
15.   Adopt resolution amending Statement of Investment Policy, adopting Investment Policy Guidelines for City's Public Agencies Post-Employment Benefit Trust, and delegating investment authority for City's investment portfolio for 2019-20 Fiscal Year
 
16.   Adopt resolution approving design and plans, authorize staff to solicit bids and determine that project is exempt from review under California Environmental Quality Act for construction of Valle Vista Drive/Bayberry Drive Pavement Rehabilitation Project
 
17.   Adopt resolution adopting list of projects funded by SB 1: Road Repair and Accountability Act of 2017 for Fiscal Year 2019-20
 
18.   Find emergency repairs on Rancho Hills Drive cannot be delayed by competitive solicitation for bids and it is necessary to authorize City Manager to negotiate and execute agreement with G.M. Sager Construction, Inc., for amount not-to-exceed $400,000 pursuant to Public Construction Code 22050 and emergency authority under Chino Hills Municipal Code Section 3.18.050, adopt budget amendment resolution increasing Water Fund budget by $400,000 for emergency street repairs on Rancho Hills Drive, and review action at every subsequent meeting to determine need to continue emergency action

19.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Chapter 10.32 (Wheeled Toys) in its Entirety and Amending The Chino Hills Municipal Code Title 12 (Streets, Sidewalks, and Public Spaces), to Add Section 12.40.005 (Definitions), to Remove Section 12.40.170 (Definitions), and Amend Sections 12.40.190 (Unauthorized Vehicles), 12.40.300 (Waste Liquids and Refuse), Section 12.40.310 (Park Hours), and Adding Section 12.40.390 (Feeding or Harassing Non-Domesticated Animals), and Section 12.40.400 (Unauthorized Unmanned Aircraft and Vehicles) to Chapter 12.40 (Parks and Recreation Facilities) For first reading by title only and waive further reading, and adopt Resolution establishing limited duration parking areas at the Chino Hills Community Center and McCoy Equestrian and Recreation Center pursuant to Chino Hills Municipal Code § 10.22
 
20.   Receive and file Carbon Canyon Road (SR 142) Phase II Corridor Study and adopt resolution recommending prohibition of vehicles and combination vehicles with overall length greater than 30 feet kingpin-to-rear axle on Carbon Canyon Road
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the March 19, 2019 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 7a is April 2, 2019, 5:30 p.m.
 
21.   Conditional Use Permit 18CUP03 - HL Harmony Wellness Center at 5817 Pine Avenue, Suite A, Kelly He, Applicant: The Planning Commission adopted a Resolution approving Conditional Use Permit 18CUP03 for the Operation of a Massage Establishment (HL Harmony Wellness Center) at 5817 Pine Avenue and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to conditions of approval

22.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Title 16 of the Chino Hills Municipal Code, Chapter 16.10 Residential Districts to Amend Chapter 16.10.020 Permitted Uses, Accessory Uses, Conditional Uses, and Temporary Uses, and to Add Chapter 16.10.025 Accessory Lot Uses; and Finding Proposed Municipal Code Amendment 18MCA03 Exempt from Review Under the California Environmental Quality Act - For first reading by title only and waive further reading
 
23.   Adopt resolution adopting a subsequent Mitigated Negative Declaration and subsequent Mitigation Monitoring Reporting Program under the California Environmental Quality Act, approving Site Plan Review 15SPR03 First Amendment and Tentative Parcel Map 19846 for modification of Rincon Freeway Commercial Center Development Project on 10.42 acres on northeastern side of Soquel Canyon Parkway and Pomona Rincon Road
