This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (13 ITEMS ) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. 17.   Authorize execution of Amendment No. 2 to Agreement No. A09-20 (County Contract No. 09-71) with Fourth District San Bernardino County Supervisor for leased office space located in Civic Center
 
18.   Authorize execution of Amendment No. 1 to Agreement No. A2018-009 with CBRE, Inc., to increase not-to-exceed amount by $6,000 for revised total of $30,500 to prepare Hotel Market Impact Study for Rincon Project
 
19.   Approve addition of Administrative Policy 7.9; Paid Sick Leave for At-Will, Part-time, Temporary, and Seasonal Employees
 
20.   Review and file Annual Development Impact Fee Financial Report for Fiscal Year 2017-18 and adopt Section 4 of Annual Development Impact Fee Financial Report confirming Parkland (Quimby in-lieu) Fee is committed to construction of Los Serranos and Pinehurst Parks
 
21.   Find exception to competitive bidding procedures applies; authorize execution of three-year agreement with two one-year renewal options with Harrell & Company Advisors, LLC, for financial advisory services in amount not-to-exceed $141,500; and adopt budget amendment resolution increasing budget by $3,300
 
22.   Adopt resolution approving design and plans for construction of Twin Knolls Drive Pavement Rehabilitation Project; authorize staff to solicit bids for construction; and determine project to be exempt from review under California Environmental Quality Act
 
23.   Award bid and contract to Copp Contracting, Inc., in amount of $122,325.07 for Fairway Boulevard Pavement Rehabilitation Project; authorize City Manager to approve cumulative change orders up to ten percent ($12,232.51) of awarded contract amount; and adopt budget amendment resolution decreasing Community Development Block Grant Fund Budget by $50,000
 
24.   Accept Los Serranos Infrastructure Improvements - Active Transportation Program (ATP) Cycle 1 Project By Los Angeles Engineering, Inc., as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $96,954.81, forty-five days after acceptance; authorize release of any remaining encumbrance after final payment of retention; reduce amount of Performance Bond to 15 percent for warranty purposes for period of one year; and authorize release of Labor and Materials Bond seven months after project acceptance
 
PLANNING COMMISSION MATTER - This portion of the City Council Agenda is for matters from the December 4, 2018, Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 7d is December 18, 2018, 5:30 p.m.
 
25.   Conditional Use Permit No. 17CUP16 - Verizon Wireless Communications facility in public right-of-way at southwest corner of Peyton Drive and Bayberry Drive, MD7, LLC, (on behalf of Verizon) Applicant: The Planning Commission adopted a resolution approving Conditional Use Permit 17CUP16 for the Development of a wireless communications facility within public right-of-way on a replacement streetlight standard on Peyton Drive and determining project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

26.   Introduce Ordinance Entitled: An Ordinance of the City Council of the City Of Chino Hills, California, Amending Chapter 3.20 of the Chino Hills Municipal Code to Increase the Informal Bid Limits for Public Contracts Awarded Pursuant to Chapter 3.20 to $200,000, and Authorize the City Manager to Award Such Contracts in an Amount Not-to-Exceed $200,000 and Amend the Authority to Negotiate Contracts, Award Purchase Orders or Perform Work by City Employees by Force Account On Public Projects in an Amount Not-to-Exceed $60,000 - For first reading by title only Waive further reading; and adopt resolution delegating authority to City Manager for all actions outlined in the ordinance
