This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (7 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. 10.   Approve November 13, 2018 City Council Meeting Minutes
 
11.   Approve Warrant Registers and Wires over $25,000 totaling $4,160,235.58 for November 1 through 14, 2018
 
12.   Receive and file Comprehensive Annual Financial Report for Fiscal Year ended June 30, 2018
 
13.   Adopt resolution approving design and plans for construction of Yorba Avenue and Los Serranos Country Club Drive Pavement Rehabilitation Project; authorize staff to solicit bids for construction; and determine project is exempt from review under California Environmental Quality Act

15.   Approve Ameron International Corporation as sole source provider and issue blanket purchase order in amount of $50,000 for purchase of streetlight poles on an as-needed basis
 
16.   Amend Fiscal Year 2018-19 Capital Improvement Program to add Hollow Run Nature Park Tree Grant Project; adopt budget amendment resolution increasing funding sources for Grant Project budget by $289,169; and approve Amendment No. 6 to Agreement A2014-049 with West Coast Arborists, Inc., in amount not-to-exceed $166,420 to perform tree removal services for total annual contract amount not-to-exceed $903,020

17.   Southern California Edison Public Safety Power Shutoff Presentation
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the November 20, 2018 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 5b and 7b are December 4, 2018, 5:30 p.m.
 
18.   Custom Home Design Review No. 459 - 2954 English Road, Ian and Tina Bevan, Property Owners: The Planning Commission adopted a Resolution approving construction of a 3,389-square foot, single-story, single-family detached residence with an 839-square foot daylight basement, and a 794-square foot, three-car detached garage with an 839-square foot storage loft and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
19.   Consideration of and action on The Orange County Flood Control District Request for General Plan Conformity Determination - The Planning Commission adopted a Resolution finding that the location, purpose and extent of the proposed acquisition of flowage easements by the Orange County Flood Control District (OCFCD) on properties owned by the City of Chino Hills (Known as Assessor Parcel No's 1027-531-40, 1027-541-71, 1033-091-10, 1033-091-11, 1033-091-28 and 1027-121-11) is in conformance with the City of Chino Hills General Plan pursuant to Government Code Section 65402(c), and finding that the project is exempt from review under the California Environmental Quality Act based on findings and subject to Conditions of Approval
