This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (15) ITEMS - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
9.   Approve February 14, 2017 Regular and February 28, 2017 Regular and Special City Council Meeting Minutes
 
10.   Approve Warrant Registers for period of February 16 through March 1, 2017 in amount of $1,787,027.53
 
11.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of February 15 through 28, 2017
 
12.   Receive and file Financial Report for January 2017
 
13.   Approve Treasurer's Report for January 2017
 
14.   Authorize execution of amendment to City Manager's employment agreement to increase annual base salary to $238,744 effective March 14, 2017, increase annual base salary to $243,519 effective September 1, 2017, and approve appropriation increase in amount of $7,400 from General Fund Unreserved Fund Balance
 
15.   Authorize City Manager to complete purchase and sale documents for excess City property at 5900, 5908, 5916, 5924, 5932, and 5940 Park Crest Drive - Tract 13880-2 (Hunters Hill)
 
16.   Authorize transmission of letter indicating no objection to prospective transfer of ownership of 400 Acres adjacent to Chino Hills State Park known as Shopoff property to State of California
 
17.   Approve transfer of $17,000 from General Fund Unreserved Fund Balance to Community Development Fund for Fiscal Year 2016-17, authorize execution of Professional Services Agreement with Interwest Consulting Group, Inc., in amounts not-to-exceed $50,000 for remainder of 2016-17 Fiscal Year and $171,200 for 2017-18 Fiscal Year to provide building inspection services
 
18.   Adopt Resolution approving design and plans for rehabilitation of Fairfield Ranch Road Project, authorize staff to solicit bids for construction, and determine project is exempt from review under California Environmental Quality Act
 
19.   Award bid and contract to American Asphalt South, Inc., in amount of $224,535 for Rehabilitation of Grand Avenue from Chino Hills Parkway to West City Limits Project, and authorize City Manager to approve change orders up to ten percent ($22,453.50) of contract amount
 
20.   Accept Final Tract Map 17654 (Bristol Lane) - TH-HW Soquel, Applicant, consisting of 12 single-family residential dwelling unit/home development, authorize execution of Subdivision Improvement Agreement, accept improvement securities, and deposit to set monuments at $8,500, and authorize City Clerk to record final map
 
21.   Award bid and contract to California Landscape & Design in amount of $828,000 for Los Serranos Infrastructure Improvements - Safe Routes to Schools Phase III Project, approve appropriations budget amendment in amount of $210,000 from Lower Los Serranos Street Light Improvements Project (CDBG) and $130,000 from Measure I Fund Balance to Los Serranos Infrastructure Improvements - Safe Routes to Schools Phase III Project, and authorize City Manager to approve change orders up to ten percent ($82,800) of contract amount
 
22.   Authorize execution of Amendment No. 2 to Agreement No. A12-01 with Imperial Paving Co., Inc., increasing annual not-to-exceed amount to $275,000 for Fiscal Year ending June 30, 2017 for additional waterline related repairs
 
23.   Authorize increase to blanket purchase order with Holliday Rock to $50,000 for Fiscal Year 2016-17 for street repairs due to increased water infrastructure repairs

24.   Receive public input regarding California Voting Rights Act (CVRA) and City's process to transition to District-Based Election system
 
25.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending Chapter 8.16 of the City of Chino Hills Municipal Code by Adopting by Reference the 2016 Edition of the California Fire Code with Errata, Together With Those Portions of the 2015 International Fire Code as Published by the International Code Council, Including Appendix Chapters 4, B, BB, D, F, G, H, I, J, and N not Included in the 2016 California Fire Code, Collectively Referred to as the "Fire Code" and With the Additions, Insertions, Deletions, and Changes Prescribed in This Chapter, Regulating and Governing the Safeguarding of Life and Property From Fire and Explosion Hazards, Hazardous Materials Arising From the Storage, Handling and Use of Hazardous Substances, Materials, and Devices, and From Conditions Hazardous to Life or Property in the Occupancy of Buildings and Premises as Herein Provided; Providing for the Issuance of Permits and Collection of Fees; and Each and All of the Regulations, Provisions, Penalties, Conditions, and Terms of Said Fire Code on File in the Office of the Clerk of the City of Chino Hills are Referred to, Adopted, and Made Part Hereof; and Finding the Ordinance is Exempt Under California Environmental Quality Act - Second Reading (Introduced February 28, 2017)
 
26.   Adopt Resolution adopting a traffic impact fee for new development within the City and determine this Resolution is exempt from review under the California Environmental Quality Act (Cont. fr/February 28, 2017- Staff recommends continuance to March 28, 2017)
 
27.   Adopt Resolution amending fee charged for electric vehicle charging at city-owned charging stations, modifying Master Schedule of Fees to include said fee, and superseding Resolution No. 2016R-044
