This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (9 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
11.   Approve September 25, 2018 City Council Meeting Minutes
 
12.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of August 29 through September 25, 2018
 
13.   Approve Warrant Registers and Wires over $25,000 totaling $2,259,233.83 for September 13 through 26, 2018
 
14.   Receive and file monthly Financial Report for August 2018
 
15.   Receive and file Investment Report for month ended August 31, 2018
 
16.   Approve monetary donation of $300 to plant a deciduous tree and place plaque near a park bench at Calle San Marcos Park to memorialize resident Gobind Jethmal Makhijani
 
17.   Accept donation from Chino Hills Community Foundation in amount of $25,000 and adopt resolution adopting budget amendment for Fiscal Year 2018-19 increasing Community Services Fund budget by $25,000 for Trails Enhancement Project
 
18.   Approve Change Order No. 1 to Agreement No. A2018-100 with All American Asphalt for total credit amount of ($122,356.75); accept Fiscal Year 2017-18 Street Improvements Project by All American Asphalt, as complete; authorize City Clerk to record the Notice of Completion; authorize release of retention monies in amount of $70,407.16, forty-five days after acceptance; and other related actions
 
19.   Accept final Tract Map 18875 (Santa Barbara) by WLPX Eastvale, LLC, Applicant, consisting of one residential, two commercial, and one lettered lots; authorize execution of Monumentation and Subdivision Agreements; accept multiple improvement securities and deposit to set monuments at $8,250; and authorize City Clerk to record final map

20.   Approve low-income rate assistance program to offer monthly discount on meter service fee for low-income residential water customers with meter size of 1" or below, who are qualified through Southern California Edison or Southern California Gas Company's programs; and authorize use of water penalty fees to fund program
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the October 2, 2018 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 5b is October 16, 2018, 5:30 p.m.
 
21.   Custom Home Design Review No. 458 - Canon Lane, Jonathan Ma, Applicant: The Planning Commission adopted a resolution approving Custom Home Design Review 458 for the construction of a 1,572-sqaure foot, three-story, single-family detached home with a 400-square foot, two-car garage located southwest of the terminus of Observation Lane into Canon Lane and finding that the project is exempt from review under the California Environmental Quality Act based on the findings of fact and subject to Conditions of Approval
