This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (15 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. 6.   Approve June 12, 2018 City Council Meeting Minutes
 
7.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of May 23 through June 12, 2018
 
8.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Amending the Chino Hills Municipal Code Title 2 (Administration and Personnel) to Amend Section 2.08.060 (Powers and Duties), Section 2.08.080 (Departmental Cooperation), 2.12.020 (Compensation), and 2.12.030 (Functions) - relating to the City Clerk position, Second Reading (Introduced June 12, 2018)
 
9.   Approve Warrant Registers and Wires over $25,000 totaling $2,596,749.72 for
May 31 through June 13, 2018
 
10.   Authorize execution of Amendment No. 1 to Agreement No. A02-79 with T-Mobile West LLC, to amend existing telecommunications equipment and access restrictions and requirements at 15532 Live Oaks Road (Village Oaks Reservoir)
 
11.   Waive competitive bidding procedures and authorize execution of five-year agreement with Vigilant Solutions in amount not-to-exceed $1,041,107.87 to purchase 81 Automated License Plate Recognition cameras and associated components; authorize execution of one-year sole source agreement with Bear Electrical Solutions in amount $104,737.50 with two one-year renewal options and cumulative change orders up to ten percent at City Manager's discretion ($10,473.75) of awarded contract amount to install cameras and associated hardware; approve appropriation in amount of $75,319.12 from General Fund unreserved fund balance to Automatic License Plate Readers project; and authorize City Manager to negotiate and execute shared agreement with cities of Chino, Diamond Bar and Pomona for data sharing
 
12.   Waive competitive bidding procedures and approve three-year agreement with Spectrum Enterprise in amount of $53,000 with two one-year renewal options to provide Citywide telephone, internet and data communications services and authorize issuance of purchase order
 
13.   Authorize execution of Amendment No. 2 to Agreement No. A2016-021 with Michael Baker International, Inc., to extend contract expiration date to June 30, 2019 and amend not-to-exceed amount to $200,000 for Fiscal Year 2018-19 to provide on call planning services
 
14.   Authorize three-year agreement with Pomona Valley Workshop dba Anthesis for total amount not-to-exceed $573,750 including two, one-year renewal options for custodial day services
 
15.   Waive competitive bidding procedures and authorize execution of agreement with Santa Ana Watershed Association (SAWA) in amount not-to-exceed $55,589.70 for biomass reduction in Carbon Canyon Creek and find that project is exempt from review under California Environmental Quality Act
 
16.   Authorize Amendment No. 2 to Agreement No. A2015-149 with Arakelian Enterprises, Inc. dba Athens Services for one-year extension that includes 3.624 percent increase and reduced service levels, for total annual decrease of $13,500 for total amount not-to-exceed $168,400 for reduction of sweeping frequency in arterial areas
 
17.   Waive competitive bidding procedures and authorize execution of agreement with Michael Baker International, Inc., in amount not-to-exceed $875,000, including four one-year renewal options for representation at Water and Sewer meetings and Engineering services
 
18.   Adopt resolution approving design and plans for construction of Butterfield Ranch and Pomona Rincon Sewer Lift Stations SCADA System upgrade project; authorize staff to solicit bids for construction and determine project is exempt from review under California Environmental Quality Act
 
19.   Adopt resolution adopting Mitigated Negative Declaration and Mitigation Monitoring Reporting Program under California Environmental Quality Act approving Design and Plans and authorize solicitation of bids for construction for Los Serranos Neighborhood Park at Chaparral Elementary School Project
 
20.   Adopt resolution adopting amended Measure I Five-Year Capital Improvement Program

21.   Consider approval of Conflict of Interest Form process for Council Members and Commissioners to identify any items on agenda that could require recusal due to potential Conflict of Interest
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the June 19, 2018 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 5b is July 3, 2018, 5:30 p.m.
 
22.   Custom Home Design Review No. 451 - 16245 Canon Lane, Vanessa Medina, owner: The Planning Commission adopted a Resolution approving construction of a 2,480-square foot, two-story single-family detached home with a 443-square foot, two-car garage located at 16245 Canon Lane and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

23.   Approve 2018-19 Action Plan for Community Development Block Grant (CDBG) Program and adopt Resolution approving budget amendment in amount of $25,372 for Fiscal Year 2018-19
 
24.   Adopt resolution approving Conditional Use Permit No. 18CUP01 for on-site alcohol sales within Harkins Theater located at 3070 Chino Avenue, within Crossroads Entertainment Center and finding project is exempt from review under California Environmental Quality Act
