This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

CONSENT CALENDAR (14 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. 10.   Receive and file City Official Reports pursuant to Travel, Training and Meetings Reimbursement Policy for period of April 24 through May 8, 2018
 
11.   Approve transfer of oversight, direction, and control of City Clerk position from City Council to City Manager and direct City Manager to submit Municipal Code amendment to effectuate the transfer
 
12.   Approve Warrant Registers and Wires over $25,000 totaling $2,282,109.52 for
April 26 through May 9, 2018
 
13.   Restructure Healthy Hills Steering Committee to staff-lead Healthy Hills program with volunteer component to ensure community involvement

20.   Adopt an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Setting the Amount of Water Rates and Charges Pursuant to Health and Safety Code § 5471 Et Seq. - Second Reading (Introduced May 8, 2018)
 
21.   Authorize execution of agreement with Quinn Company in amount of $60,000 for first year with four one-year renewal options for total not-to-exceed amount of $260,000 for on-call service and repair of Caterpillar equipment
 
22.   Waive minor defect in bid by Los Angeles Engineering, Inc., as not material; award bid and contract to Los Angeles Engineering, Inc., in amount of $1,058,241.30 for Grand Avenue Park Artificial Turf Installation Project, approve appropriations budget amendment in amount of $600,000 from CFD fund balances to Grand Avenue Park Artificial Turf Installation Project and authorize City Manager to approve change orders up to ten percent ($105,824.13) of contract amount

23.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, Approving Municipal Code Amendment No. 18MCA02, Amending Chapter 16.06.160 Fire Resistive Design Requirements, and Chapter 16.22 Fire Hazard Overlay District and Determining the Ordinance is Exempt from Review Under the California Environmental Quality Act - For first reading by title only - Waive further reading
 
24.   Introduce and adopt by minimum four/fifths vote an Urgency Ordinance entitled: An Urgency Ordinance of the City Council of the City of Chino Hills, California, Amending Section R111.3 of the 2016 California Residential Code to Authorize the City Building Official to Remove and/or Disconnect Service Utility When the Health, Safety and Welfare of the General Public Has or Will be Endangered by Violations of the Chino Hills Municipal Code - Waive further reading
