This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org  while the meeting is in session. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.

19.   Accept final Tract Map 17653 (Bristol Lane) - TH-HW Soquel, Applicant, consisting of 27 single-family residential dwelling unit/home development, authorize execution of Subdivision Improvement Agreement, accept improvement securities, deposit to set monuments at $15,600, and authorize City Clerk to record final map
 
20.   Accept final Tract Map 16413 (Vila Borba) - CalAtlantic Homes, Applicant, consisting of 19-unit single-family residential development, authorize execution of Subdivision Improvement Agreement, authorize improvement securities, accept deposit to set monuments at $10,625, and authorize City Clerk to record final map
 
21.   Approve Change Order No. 1 to Agreement No. A2016-149 with Hardy & Harper, Inc. in amount of $12,534.34, accept FY 2016-17 Street Improvement Project as complete, and authorize City Clerk to record Notice of Completion
 
22.   Authorize execution of Amendment No. 4 to Agreement No. A09-07 with Pomona Valley Workshop to increase hourly rate compensation from $11 to $11.50 as a result of economic factors including minimum wage increase
 
23.   Authorize execution of Amendment No. 1 to Agreement No. A2016-115 with Charlie's Fence Company to increase not-to-exceed amount to $40,000 for repair and replacement of City-owned fences, gates, neighborhood monuments, and block walls due to unanticipated number of incidents
 
24.   Approve budget appropriation increase of $60,000 from Water Utility Fund Retained Earnings to purchase four quarter shares of San Antonio Water Company stock to provide additional source to City's water portfolio

25.   Amend 2016-17 Capital Improvement Program to add project for acquisition of streetlights from Southern California Edison, appropriate funds from General Fund Unreserved Fund Balance in amount of $2,751,200 to Capital Improvement Project Fund, and authorize City Manager to prepare and execute agreement with Southern California Edison for purchase
 
26.   Approve appropriation budget amendment in amount of $28,300 from General Fund Unreserved Fund Balance to City Manager's Department Contract Services budget, direct staff to administer Proposition 218 majority ballot process, send out notice of proposed increases and protest ballots to all property owners and current solid waste services customers, and set May 9, 2017 for Public Hearing to consider proposed solid waste rate increases

28.   Custom Home Design Review No. 431 - 2566 Viewridge Drive, SGS International, Applicant: Adopted a resolution approving Custom Home Design Review No. 431 for the construction of a 5,690 square foot, two-story, single-family detached home with a 908-square foot, three car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval
 
29.   Custom Home Design Review No. 435 - 3417 Whirlaway Lane, Jivan Yakoo, Applicant: Adopted a resolution approving Custom Home Design Review No. 435 for the construction of a 1,135-square foot, two-story addition/remodel to an existing 2,013 square-foot one-story, single-family detached home with an attached two-car garage and determining that the project is exempt from review under the California Environmental Quality Act based on the findings of facts and subject to Conditions of Approval

31.   Introduce an Ordinance entitled: An Ordinance of the City Council of the City of Chino Hills, California, (Municipal Code Amendment No. 17MCA01) to Amend Chapter 16.02.250 of the Municipal Code Relative to Definitions of Marijuana Uses, Amend Appendix A of the Municipal Code Relative to Marijuana Related Uses, and Add Chapter 16.92 to the Municipal Code to Prohibit Specific Outdoor and Commercial Marijuana-Related Uses and Activities in All Zoning Districts of the City, and Finding the Municipal Code Amendment 17MCA01 is Exempt from Review Under the California Environmental Quality Act - For first reading by title only - Waive further reading
